&nbsp; Mass of Christian Burial for Thomas L. Barrett, age 83, of Niles, will be 10:00 a.m. Friday, July 24, 2020 at the Immaculate Conception Catholic Church in Solomon with Father John Wolesky as Celebrant. Mr. Barrett passed away Saturday, July 18, 2020 at the Salina Regional Health Center in Salina. He was born October 14, 1936 in Niles the son of Mike and Stella (Murphy) Barrett. He graduated from high school in Atchison, Kansas and attended seminary school and K-State. He was a member of the Immaculate Conception Catholic Church, served in the Army-Air corps reserves and was a lifelong Niles area farmer and rancher. On February 27, 1960, Tom was united in marriage to Janice Hersh in Salina. Survivors include his sons Tommy and wife Kathy Barrett and Mark Barrett all of Niles, and four grandchildren and two great grandchildren. He was preceded in death by his loving wife on July 28, 2008, his brother Mike in 1990, and his parents. Mr. Barrett’s final resting place will be in the Mt. Calvary Cemetery near Solomon. A Parish Rosary will be 7:00 p.m. Thursday evening at the church. Friends may sign the register book from 9:00 a.m. – 5:00 p.m. Thursday at the funeral home and after 6:00 pm at the church. Following the graveside service, friends are invited to the Niles Community Center for lunch. WASHINGTON (AP) — President Donald Trump is awarding the nation's highest civilian honor to Jim Ryun, a former Kansas congressmen who was the first high school runner to clock a mile in under 4 minutes. 

Trump is scheduled to honor the three-time Olympian with the Presidential Medal of Freedom at the White House on Friday. The Wichita native entered the record books in 1964 at age 17 by becoming the first high school runner to break the 4-minute barrier in the mile with a time of 3 minutes, 59 seconds. 

He competed in three Olympic Games and later served in Congress.&nbsp; &nbsp;

WICHITA – Travelers yearning for adventure, yet not ready or able to travel due to COVID-19 issues, can get a taste of what it would be like to be on an African safari via a LIVE one-time virtual event, hosted by AAA and Africa Travel. 

The event will feature a live “Safari Sundowner” experience, an African tradition of enjoying food and drinks at sunset, this one showcasing elephants from Jabulani Safari Lodge in South Africa.

Amy Short, Director of Strategic Partnerships at AAA and a co-host of the event, recognized the need for travelers to make meaningful connections with their dream destinations and created a series of events to provide a way for the exploration of exotic destinations from the comfort of home.

“Attendees will be able to sit back with their favorite refreshment, watch elephants in South Africa make their way homeward after a day on the reserve and listen to elephant rangers sharing their personal experiences with the elephants, all under the glow of sunset,” said Short.

While most dream of an African Safari, many travelers have not yet had the opportunity to experience one firsthand.&nbsp;During this virtual safari, Short says, “guests will be able to “meet” some of the elephants that call Jabulani home.”

AAA to host live virtual safari at sunset with SA elephants

BARTON COUNTY — Law enforcement authorities are investigating a weekend shooting in Great Bend and have two suspects in custody.

Just after 11:45 p.m. Saturday, police were dispatched to Veteran's Memorial Park located at 4714 17th Street Terrace in Great Bend in reference to a shooting that occurred at that location. 

Upon arrival, officers received witness reports advising that a Dodge 4-door passenger car, occupied by two adults and two 17-year-old passengers were driving through Veteran's Memorial Park when confronted by a blue SUV occupied by Ashten M. Tracy, age 18; Miguel A. Gonzalez Jr., 20 and a 15 year-old passenger. 

While the Dodge 4-door passenger car was traveling south through the Park, witnesses report the blue SUV pulling over and blocking the roadway near 17th Street Terrace. 

The witnesses reported the Dodge 4-door passenger car traveled through the grass along the midway to make an attempt to exit the Park onto 17th Street Terrace.

 Witnesses report that as the Dodge 4-door passenger car traveled southeast and began to turn onto 17th Street Terrace, Gonzalez Jr. exited the blue SUV and fired a single shot into the Dodge passenger car, striking one of the 17 year-old occupants sitting in the back seat of the vehicle.

The 17 year-old victim was transported to the University of Kansas Medical Health Systems Emergency Room where he was treated for a life-threatening gunshot wound. He was&nbsp;later air-lifted to Wesley Medical Center in Wichita, Kansas and remains in critical condition.

Just after 8p.m. n Sunday, police arrested Gonzalez Jr. on requested charges of attempted murder and Tracy was arrested on charges of accessory to attempted murder, obstruction, and aiding and abetting an attempted murder. 

Gonzalez Jr. and Tracy were transported to the Barton County Detention Center and booked in lieu of $250,000 bond, according to the release.

HUTCHINSON. — A domestic dispute on Friday night turned into a standoff on Saturday in Reno County.

&nbsp;Justin Mario Kidd, 47, rural Hutchinson, was involved in a domestic dispute between himself and his spouse around 8 p.m. Friday. This resulted in criminal charges being sent to the District Attorney for prosecution. The Sheriff’s Office exhausted resources that evening attempting to locate him while the spouse was placed into a shelter.

Late morning on Saturday, Kidd began to text his spouse again with suicidal threats. Deputies attempted to contact Justin at his residence and he walked into the street and fired twice at deputies. No injuries or damage to property occurred.

It took until just after 5 p.m. for the Reno County Emergency Response Team to talk him into coming out peacefully. Local neighbors were evacuated.

Kidd was booked on aggravated assault of a law enforcement officer with a deadly weapon and criminal threat charges. His bond is set at over $100,000.

Deputies executed a search warrant over the weekend at Kidd's residence and seized Eight firearms and ammunition.

 47-year-old Kan. man arrested after firing at deputies Saturday

SHAWNEE COUNTY — Law enforcement authorities are investigating a burglary and have a suspect in custody.&nbsp;

Just after 9:30a.m. Friday,&nbsp; Shawnee County Sheriff’s Office personnel, including all six K9 officers and their K9 partners, along with members of the Kansas Highway Patrol responded to a call of a suspicious vehicle seen at a vacant building in the 500 block of SE Dupont Road, according to Deputy Abigail Christian.

 A citizen reported two male subjects arrived in a truck and forced entry into the building. Upon arrival the deputies found the truck still parked at the address but the two suspects were no longer on scene. 

The truck was found to be a stolen vehicle from Topeka.

The witness gave sufficient details to responding officers that led them to a residence in the 4400 block of SE Weekley Court.

After three hours of attempting to make contact with the suspect, a search warrant was granted and the suspect was located inside the residence. Deputies took Cecil C. North, 40, of Topeka&nbsp;into custody and transported him to the Law Enforcement Center for further questioning.

North was later booked into the Shawnee County Department of Corrections on requested charges of burglary, theft and interference with law enforcement.

The truck was found to be a stolen vehicle from Topeka.The witness gave sufficient details to responding officers that led them to a residence in the 4400 block of SE Weekley Court.After three hours of attempting to make contact with the suspect, a search warrant was granted and the suspect was located inside the residence. Deputies took Cecil C. North, 40, of Topeka&nbsp;into custody and transported him to the Law Enforcement Center for further questioning.North was later booked into the Shawnee County Department of Corrections on requested charges of burglary, theft and interference with law enforcement.

JACKSON COUNTY— Law enforcement authorities are investigating a Kansas woman for alleged vehicle theft.&nbsp;

Just before 10p.m. Thursday deputies responded to a home in 17000 block of R. Road near Mayetta, according to sheriff Tim Morse.

A homeowner reported someone was outside the residence and got into their vehicle, started it and was revving the engine. 

When deputies arrived, they found a 2005 Dodge pickup belonging to the owner of the residence occupied by woman identified as Stella Mahkuk, 38, of Horton. 

Deputies arrested Mahkuk on a requested charge of attempted theft of a motor vehicle and she was booked into the Jackson County Jail.

The sheriff reminded citizens to lock vehicle doors, and keep keys out of vehicles.&nbsp; "Make sure to secure valuables and firearms when the vehicle is not in use. When something seems suspicious, follow your gut and contact law enforcement. Many people wait for a considerable amount of time before reporting suspicious situations. Delaying the reporting of a potential crime can result in something really bad happening or the perpetrator escaping."

There’s a bit of an intellectual fistfight going on these days about free expression — and we all have a stake in the outcome.

The early rounds have been going on for years: in essence, a theory that pops up periodically in history that some ideas simply are too dangerous to allow them to be voiced in public. The opponent to that theory: The longtime belief in the “marketplace of ideas,” where any person may advance any idea — however repugnant, vile or even evil — and be subject to the review, and perhaps revile, of all others.

Critics of the marketplace approach have several arguments. American critics note the amendment was adopted in 1791, carrying forward ideas about free expression that even then were centuries old, and thus see it as out of place in a modern world.

Another objection is that the internet, with its instant and global reach, makes ineffective the expected marketplace interplay of speaker and responder, through which the hope is bad ideas fail, good ideas improve and best ideas thrive.

Yet another criticism of the marketplace concept is that money, technology and power have created an elite group (or groups) in control of most meaningful communication (and perhaps content) across the web, rendering criticism, counterviews, unpopular or unconventional ideas — and certainly revolutionary ones — unable to reach a mass audience.

Critical race theorists believe that American jurisprudence essentially has elevated the liberty interests of the First Amendment over the equality interests of the 14th&nbsp;Amendment.

And finally, there is the claim that some ideas simply are too dangerous or misleading or manipulative to be allowed into the marketplace at all — from race, ethnic and religious hatred to sexual exploitation and abuse to commercial messaging and political misinformation — now aided and abetted by hidden algorithms and those in charge of a handful of private tech companies more intent on profits than seeking truth.

Whew. That’s a pretty strong set of arguments that some things need fixing when it comes to free expression in the early years of the 21st&nbsp;century. Most of us likely would agree with many, if not all of them — on first glance.

Interestingly, the sides in this dispute don’t automatically align along our current political fractures. Some liberals and conservatives see the web as too wide open, allowing dangerous ideas and speakers access to audiences that can be influenced; while others view the web as a tightly controlled funnel of filtered information combined with manipulation that blocks voices (either too conservative or too liberal — take your pick) with a goal of shaping public opinion.

The current battle is not just over the criticisms, but over the solutions as well. Twitter and other sites gain praise and scorn for blocking some users for alleged violations of those sites’ terms of service, ranging from foul language to misleading health claims to personal attacks and what the sites deem deliberate misinformation. Tech firms can block, tag and take down posted content, in a bit of irony to some, because they have their own First Amendment rights as private companies.

So, some on either side of this dispute would bring government into the ring, where First Amendment freedoms would apply — one side seeking exceptions to free speech protections for things such as violent content, or racist views, or demeaning portrayals of women, or LGBTQ persons; and the other combatants asking government to oversee and override those private companies’ decisions, in the name of protecting conservative voices they see as all-too-often excluded from public discourse.

Who are the combatants of late? In one corner, signatories to an open letter titled, “A Letter on Justice and Open Debate,” published July 7 in&nbsp;Harper’s Magazine,&nbsp;include a number of the world’s best-known creative minds, such as&nbsp;J.K. Rowling,&nbsp;Wynton Marsalis,&nbsp;Gloria Steinem,&nbsp;Salman Rushdie&nbsp;and about 150 other authors, journalists, publishers and artists.

In the other corner of this particular bout are those who signed this week onto another letter published on the online commentary site The Objective — which self-identifies as a place with information and views by and for “historically ignored communities” — another group of literary, media and artists. This missive entered the fray acknowledging the fight even reaches into its signatures area, noting some could be identified only generally, usually by professional occupation and place of work, because of fears of “workplace retaliation” by the established communication masters for whom some work.

Their view of the&nbsp;Harper’s&nbsp;letter, in a piece titled, “A More Specific Letter on Justice and Open Debate” explains, “Nowhere in it do the signatories mention how marginalized voices have been silenced for generations in journalism, academia and publishing …” and “the letter does not deal with the problem of power: Who has it and who does not.”

To be sure, many of latest blows in this intellectual boxing match have been struck via high-concept review of the theories of human communication and in well-founded critiques of who had and has access to tools of speaking out in public — news media, book publishers, broadcasters and now social media companies.

But in the early rounds, the heavyweights punched the outmoded model of the marketplace of ideas for two reasons: One, that it never worked as intended because many minority groups, however defined, were denied access to speak and be heard — a stark truth that cannot be denied; and two, there is such a thing as truth, and to knowingly permit non-truth is counter-productive to society and should not be permitted.

Boil it all down and it comes to a very simple First Amendment question: Is the response to speech you consider untruthful, disgusting or misleading more speech or less speech? If the former, what do you do as, with lightning speed and wide public acceptance by the unknowing, the web is flooded with true threats to public health, hate speech from white supremacists or deliberately misleading political ads and fraudulent electioneering from world adversaries?

If the latter, who gets to be the national nanny, defining truth, excluding some voices while inviting in others and monitoring the billions of social media posts each day — all while remaining nonpartisan and apolitical in today’s hyper-divided nation?

Wiser minds — including, with hope, most of us — will need to parse those questions and more as the First Amendment’s five freedoms (religion, speech, press, assembly and petition) are tested in court, on the street and occasionally on the pages of online magazines.

As for me, I theorize the nation’s founders would chuckle at the idea that all of this is new. The mechanisms of communications were different, but the goals in 1791 were the same: The exchange of ideas for a better life for us all, many at the time deemed too dangerous for society to hear — ideas like “all men are created equal” and that democracy was favorable over monarchy.

While this fistfight is mainly staged in the mind, there are real-world examples of the cost of the fight.&nbsp;New York Times&nbsp;op-ed editor&nbsp;Bari Weiss&nbsp;resigned the other day, saying in a letter she self-published that she was “hired with the goal of bringing in voices that would not otherwise appear in your pages: first-time writers, centrists, conservatives and others who would not naturally think of the&nbsp;Times&nbsp;as their home.”

In leaving the paper after about three years, she said, “ … a new consensus has emerged in the press, but perhaps especially at this paper: that truth isn’t a process of collective discovery, but an orthodoxy already known to an enlightened few whose job is to inform everyone else.”

Weiss concludes her resignation by noting founder&nbsp;Adolph Ochs’&nbsp;1896 statement “to make of the columns of&nbsp;The New York Times&nbsp;a forum for the consideration of all questions of public importance, and to that end to invite intelligent discussion from all shades of opinion.”

“Ochs’s idea is one of the best I’ve encountered,” Weiss continues. “And I’ve always comforted myself with the notion that the best ideas win out. But ideas cannot win on their own. They need a voice. They need a hearing. Above all, they must be backed by people willing to live by them.”

More of us need to make our voices heard in this latest fight over the meaning of the First Amendment’s 45 words, lest we see them reshaped — or lost — without having ever set foot in the ring.

If the former, what do you do as, with lightning speed and wide public acceptance by the unknowing, the web is flooded with true threats to public health, hate speech from white supremacists or deliberately misleading political ads and fraudulent electioneering from world adversaries?If the latter, who gets to be the national nanny, defining truth, excluding some voices while inviting in others and monitoring the billions of social media posts each day — all while remaining nonpartisan and apolitical in today’s hyper-divided nation?Wiser minds — including, with hope, most of us — will need to parse those questions and more as the First Amendment’s five freedoms (religion, speech, press, assembly and petition) are tested in court, on the street and occasionally on the pages of online magazines.As for me, I theorize the nation’s founders would chuckle at the idea that all of this is new. The mechanisms of communications were different, but the goals in 1791 were the same: The exchange of ideas for a better life for us all, many at the time deemed too dangerous for society to hear — ideas like “all men are created equal” and that democracy was favorable over monarchy.While this fistfight is mainly staged in the mind, there are real-world examples of the cost of the fight.&nbsp;New York Times&nbsp;op-ed editor&nbsp;Bari Weiss&nbsp;resigned the other day, saying in a letter she self-published that she was “hired with the goal of bringing in voices that would not otherwise appear in your pages: first-time writers, centrists, conservatives and others who would not naturally think of the&nbsp;Times&nbsp;as their home.”In leaving the paper after about three years, she said, “ … a new consensus has emerged in the press, but perhaps especially at this paper: that truth isn’t a process of collective discovery, but an orthodoxy already known to an enlightened few whose job is to inform everyone else.”Weiss concludes her resignation by noting founder&nbsp;Adolph Ochs’&nbsp;1896 statement “to make of the columns of&nbsp;The New York Times&nbsp;a forum for the consideration of all questions of public importance, and to that end to invite intelligent discussion from all shades of opinion.”“Ochs’s idea is one of the best I’ve encountered,” Weiss continues. “And I’ve always comforted myself with the notion that the best ideas win out. But ideas cannot win on their own. They need a voice. They need a hearing. First 5: Fighting over the meaning of First Amendment freedoms

Five years ago: Saudi Arabia announced it had broken up planned Islamic State attacks in the kingdom and arrested more than 400 suspects in an anti-terrorism sweep, a day after a powerful blast in neighboring Iraq killed more than 100 people in one of the country's deadliest single attacks since U.S. troops pulled out in 2011. Actor Alex Rocco, 79, died in Los Angeles.

One year ago: A man stormed into an animation studio in the Japanese city of Kyoto, setting it on fire and leaving 34 people dead. President Donald Trump announced that he would nominate Eugene Scalia, son of the late Supreme Court Justice Antonin Scalia, to be his new labor secretary. (Scalia was confirmed in September.) Trump said a U.S. warship had destroyed an Iranian drone on the Stait of Hormuz after it threatened the ship, the latest escalation of tensions between the countries less than a month after Iran downed an American drone. HOPE -&nbsp;Douglas "Doug" Allan Harrisonwent to be with the Lord on the Lord's day Sunday July 12, 2020

He is survived by a sister Linda Kay Sullivan (Russell) of Solomon, son Ryan Harrison (Stephanie) Hope and a daughter Rhiannon Harrison of Spokane, WA as well as many beloved family and friends. He is preceded in death by his parents and a brother Gary.

A celebration of life will be held on Friday July 31 from 6:30 to 8:30 at the Hope Community Center. Inurnment will be at a later date.

Doug was born to William "Bill" and Lila (Jury) Harrison on October 6, 1958 in Herington KS. Much of his childhood was spent in the Hope and Enterprise communities. Doug graduated from Chapman High School in 1976. He briefly attended Cowley County Community College to study Law Enforcement but changed paths to work in the automotive industry mainly as an auto parts salesman and at times a mechanic. In 1997 Doug opened his own store in Hope and continued to operate it until his departure.

Doug accepted Jesus Christ as his Lord and Savior around 2004 and became a member of the Ebenezer Baptist Church of rural Abilene.

Doug was an avid gun collector and book reader as well as a gunsmith and was very knowledgeable in many areas of life. He was a lifelong member of the NRA.

Doug enjoyed shooting and reloading and just sitting around trying to find ways to solve the world's problems with friends. He will surely be missed by all who knew him.

ATCHISON COUNTY —Law enforcement authorities are investigating a St. Joseph man for an attack on a 75-year-old man who provided him a ride into Atchison.

Just after 11a.m. Thursday, police were dispatched to report of an altercation and a man running with a gun near 4th and Kansas Avenue, according to a Atchison Police Chief Mike Wilson.

Upon arrival, officer located Dakota Penland, 24, St. Joseph, who was hiding in the bed of a pickup parked in the 400 Block of Santa Fe in Atchison.

Investigators determined that Penland and a woman were walking on Pawnee Road in rural Atchison County when a 75-year-old man driving a pickup stopped to give them a ride into Atchison.

When the pickup stopped to drop Penland and the woman off at 4th and Kansas Avenue, Penland&nbsp; hit the driver in the face with a handgun and took the truck keys, according to Wilson.

&nbsp;Penland and the woman fled on foot when a witness approached.

Penland was booked into the Atchison County jail on requested charges of&nbsp; aggravated robbery, aggravated battery and criminal possession of a firearm, according to Wilson.

Officers found the woman a short time later. She was hiding in the hallway of an apartment complex nearby.&nbsp;

Atchison County EMS treated the 75-year-old victim at the scene.
