Redmond says knowing weather forecasts can help reduce risk during winter weather

If there’s a buzzword for winter that Chip Redmond subscribes to, it would certainly be safety.

As a climatologist and manager of the&nbsp;<a href="https://mesonet.k-state.edu/">Kansas Mesonet</a>&nbsp;at Kansas State University, Redmond understands the many risks of winter weather.

“The most obvious may be the cold,” Redmond said. “It’s definitely a time to start pulling out the warmer stuff; the thermals, the overalls…we really need to become conscious about how many layers we put on in anticipation that the weather can change pretty rapidly this time of year.”

Morning temperatures, he said, can be quite chilly, but temperatures in the Midwest and other parts of the country often can warm nicely in the afternoon, before cooling again at sunset. Layering helps to protect during daily weather variations, Redmond said.

He also suggests a warm hat or stocking cap; mittens or gloves; and footwear that provides warmth and traction.

“There is usually an increase in slides or falling accidents this time of year when we get snow,” he said. “I suggest minimizing your outside time during slippery periods, or least have the proper footwear and avoid areas where ice might build up. Sometimes it’s easier to walk on grass than the sidewalk.”

Additional safety tips as winter weather approaches include:

“As much as I don’t want to admit it, I’m not as young as I was yesterday,” Redmond said. “It takes a toll when we put our bodies under the stress of shoveling snow, especially wet, heavy snow that can be very physically demanding. That has been a leading cause of injuries and even death due to heart attacks. Be vigilant in what your body is capable of.”

Redmond suggests asking friends, family, neighbors for help; removing snow in a way that doesn’t require picking it up and throwing it; or using a snowblower.

“Travel can be a challenge any time of year, but it becomes much more of a challenge in winter because conditions change quickly over short distances,” Redmond said.

He advises travelers to always check weather forecasts for their current location, their destination – and points in between.

“There are some apps available that will give you weather by the road (you’re traveling),” said Redmond, who suggest the U.S. government website,&nbsp;<a href="https://www.weather.gov/">weather.gov</a>, for reliable, up-to-date forecasts across the country.

In Kansas, the Kansas Department of Transportation maintains a website,&nbsp;<a href="http://www.kandrive.org/">www.kandrive.org</a>, that includes forecasts, road conditions, live cameras, road closures, and more.

Redmond said if a car’s tires are worn, get new one’s put on immediately. And, he says,&nbsp;<a href="https://www.weather.gov/safety/winter-before" target="_blank">keep a winter preparedness kit in the car</a>&nbsp;that includes such items as blankets, flashlight, cell phone charger, water, radio, dry food and other items to help you weather the elements in case of a breakdown.

When storms are imminent, “don’t travel,” he said. “Make the smart decision to not go out there.”

“A lot of people in Kansas think that frozen ponds are pretty and they’re fun to walk on,” Redmond said. “But there’s very rarely every a pond or a lake that’s truly safe to walk on. To support a person’s weight, you need a lot of ice. To keep that ice frozen, we rarely see those weather conditions align because we still get warmer temperatures in the winter, and enough sun to melt the ice during the afternoon.”

Winter prep? Think safety first, says K-State climatologist

WASHINGTON (AP) — The&nbsp;<a href="https://apnews.com/hub/us-supreme-court">Supreme Court</a>&nbsp;seemed likely Tuesday to preserve a federal law that prohibits people under domestic violence restraining orders from having guns.

In their first guns case since last year’s&nbsp;<a href="https://apnews.com/article/supreme-court-guns-decision-58d01ef8bd48e816d5f8761ffa84e3e8">expansion of gun rights</a>, the justices suggested that they will reverse a ruling from an appeals court in New Orleans that struck down the 1994 ban on firearms for people under court order to stay away from their spouses or partners.

The court’s decision could affect other cases in which other gun laws have been called into question, including in the high-profile&nbsp;<a href="https://apnews.com/article/hunter-biden-court-gun-charges-indictment-investigation-68b186294bb36071c02428834ec5f470">prosecution of Hunter Biden</a>. President Joe Biden’s son has been charged with buying a firearm while he was addicted to drugs, but his lawyers have indicated they will challenge the indictment.

Liberal and conservative justices sounded persuaded by arguments from the Biden administration's top Supreme Court lawyer that the prohibition is in line with the longstanding practice of disarming dangerous people.

The case before the court involves a Texas man, Zackey Rahimi, who was accused of hitting his girlfriend during an argument in a parking lot and later threatening to shoot her.

The justices peppered Rahimi's lawyer, J. Matthew Wright, with skeptical questions that seemed to foretell the outcome.

“You don't have any doubt that your client is a dangerous person, do you?” Chief Justice John Roberts asked Wright. When Wright said it depends on what Roberts meant by dangerous, the chief justice shot back, "Well, it means someone who’s shooting, you know, at people. That’s a good start."

Justice Brett Kavanaugh voiced concern that a ruling for Rahimi could also jeopardize the background check system that the Democratic administration said has stopped more than 75,000 gun sales in the past 25 years based on domestic violence protective orders.

The federal appeals court in New Orleans struck down the domestic violence law, following the Supreme Court's Bruen decision in June 2022. That high court ruling not only expanded Americans' gun rights under the Constitution but also changed the way courts are supposed to evaluate restrictions on firearms.

Justice Clarence Thomas'&nbsp;<a href="https://www.supremecourt.gov/opinions/21pdf/20-843_7j80.pdf">opinion for the court</a>&nbsp;tossed out the balancing test judges had long used to decide whether gun laws were constitutional. Rather than consider whether a law enhances public safety, judges should only weigh whether it fits into the nation’s history of gun regulation, Thomas wrote for the six conservative justices on the nine-member court.

The Bruen decision has resulted in lower court rulings&nbsp;<a href="https://apnews.com/article/politics-mississippi-state-government-delaware-california-massachusetts-3983cecfd1107c263d5309ec0d80a966">striking down</a>&nbsp;more than a dozen laws. Those include age restrictions; bans on homemade&nbsp;<a href="https://apnews.com/article/supreme-court-ghost-guns-biden-administration-lawsuit-46b871969dc6a7da35605c2ebc5385e5">ghost guns</a>, which don't have serial numbers; and prohibitions on gun ownership for people convicted of nonviolent felonies or using illegal drugs.

Justice Elena Kagan noted that “there seems to be a fair bit of division and a fair bit of confusion about what Bruen means and what Bruen requires in the lower courts.”

Solicitor General Elizabeth Prelogar, defending the domestic violence law, urged the justices to use this case to correct lower courts' “profound misreading” of the decision.

It was unclear how far the high court would go in this case, and some of the justices sounded interested in a limited ruling that might leave open other challenges to the same law. “Do we need to get into any of that?” Justice Neil Gorsuch asked Prelogar.

Rahimi, who lived near Fort Worth, Texas, hit his girlfriend during an argument in a parking lot and then fired a gun at a witness in December 2019, according to court papers. Later, Rahimi called the girlfriend and threatened to shoot her if she told anyone about the assault, the Justice Department wrote in its Supreme Court brief.

The girlfriend obtained a protective order against him in Tarrant County in February 2020.

Eleven months later, Rahimi was a suspect in shootings when police searched his apartment and found guns. He eventually pleaded guilty to violating federal law. The appeals court overturned that conviction when it struck down the law. The Supreme Court agreed to hear the Biden administration's appeal.

Rahimi remains jailed in Texas, where he faces other criminal charges. In a letter he wrote from jail last summer, after the Supreme Court agreed to hear his case, Rahimi said he would “stay away from all firearms and weapons” once he's released. The New York Times first reported the existence of the letter.

Guns were used in 57% of killings of spouses, intimate partners, children or relatives in 2020, according to data from the federal Centers for Disease Control and Prevention. Seventy women a month, on average, are shot and killed by intimate partners, according to the gun control group Everytown for Gun Safety.

“Guns and domestic are a deadly combination,” Prelogar said in court Tuesday.

A decision in U.S. v. Rahimi, 22-915, is expected by early summer.

Donna was a devoted wife and loving mother who loved quilting, sewing, playing the piano, macrame and watching and/or listening to Husker football.

&nbsp; Donna was preceded in death by her husband, Luciano (Louie) Fidone; daughter Dr. Dianna Fidone Griggs; parents, Elsie Korff Hubenka and Dr. Albin H. Hubenka; sister Katherine Vana; and brothers, Eugene and Albin Hubenka. She is survived by sons, Jerrold Fidone, David Fidone, and James (Jodi) Fidone; daughter Joann Fidone Schwindt; and many grand and great-grandchildren.

Willis A. Cramer, 88, of Ottawa, KS, passed away Saturday, November 4, 2023, at Rock Creek in Ottawa, KS.&nbsp; He was born March 31, 1935, in Ottawa, KS, the son of Andrew Cramer and Ida Laverne (Nelson) Cramer.&nbsp; He attended schools in Ottawa.&nbsp; He later graduated with a Business Degree from Ottawa University.&nbsp; He ran Track at Junior High School setting school records that stood many years.&nbsp; He worked at Dairy Queen, Bennett’s Creamery and the National Sign Company, all in Ottawa, KS.

Willis proudly served our country in the United States Army from 1953 to 1955. &nbsp;&nbsp;

On October 15, 1956, he was united in marriage to Shirley Lee Dodds in Miami County, KS.&nbsp; They shared over thirty-eight years of married life together before Shirley’s passing on May 13, 1995.&nbsp;

Willis owned and operated Cramer Products Company in Ottawa, KS.

He enjoyed coffee with many friends, including Bob &amp; Janelle Moore at the Horseshoe Café’ and his McDonald’s buddies. He was an avid Kansas University Jayhawks, Kansas City Chiefs and Royals Fan. He attended the “Longest Game” Chiefs vs Dolphins with his son, Kent, in 1972 at the Municipal Stadium in Kansas City.&nbsp; He enjoyed listening to country music and anything Elvis, watching Fox News and restoring a 1939 Chevy Coupe. Willis enjoyed his family and always cherished the time spent with them.&nbsp; He was very meticulous and will be remembered for his blue eyes... giving you a wink.

Mr. Cramer was preceded in death by his parents, his wife, Shirley; and two brothers, Max and Terry Cramer.

Surviving family includes, daughter, Kim Litton and husband, Bill of Broken Arrow, OK, son, Kent Cramer and wife, Jana of Oskaloosa, KS, daughter, Kelley Jo Hayen and husband, Scott of Topeka, KS; companion, Judi Collins of Ottawa, KS; two sisters, Joan Diamond and husband, Dave of Ottawa, KS and Linna Toomey of Gardner, KS; sister-in-law, Linda Cramer of Lee’s Summit, MO; six grandchildren, Cassie, Corey, Andy, Christopher, Heidi and Cannon; and six great-grandchildren, Landon, Bently, Charleigh, Bryce, Graysen and Paisley.&nbsp;

K-State Discusses Game Against Baylor at Weekly Press Conference

&nbsp;Two challenges in retail businesses are anticipating demand and understanding consumers’ buying preferences. To help define customer preferences, many business owners turn to client surveys to guide their decision-making.

With respect to consumers’ directives for beef producers, Kansas State University agricultural economists recently surveyed people across the country to see what is of the greatest importance to them in making decisions about buying retail beef.

“The four factors that consumers consistently rank at the top are product freshness, price, flavor and safety,” K-State ag economist Ted Schroeder said on a recent Cattle Chat podcast. “Consumers just expect that the beef they purchase will have these qualities.”

Having a consistent demand for beef aligns with the industry’s goal of economic sustainability, said Phillip Lancaster, K-State beef cattle nutritionist and sustainability expert for the university’s Beef Cattle Institute.

“From a beef industry perspective, we categorize sustainability in three pillars — economic, social and environmental,” Lancaster said.

He defined economic sustainability as profitability at the ranch level, while social sustainability relates to the public’s perception of how beef producers care for the animals. Environmental sustainability encompasses soil health, water quality and greenhouse gas emissions. 

“From a beef production standpoint, consumers rank animal welfare of greater importance when making purchasing decisions, over greenhouse gas concerns,” Schroeder said.

He added that it is important to remember that not all consumers rank their priorities the same way.

“Consumers are heterogeneous, meaning niche markets are present for even low-rank product attributes,” Schroeder said.

He also said that policymakers need to be cognizant of the costs associated with additional regulations relating to beef cattle production.

“We want to produce beef that is profitable, environmentally friendly, and socially acceptable, and those are all good things. But we have to be careful about imposing regulations on the industry to meet certain criteria because that will add cost, and we know that price is one of the biggest factors that drives consumer beef purchases,” Schroeder said.

KSRE Cattle Chat: Consumer priorites for beef production

Documents show unquestioning support before raid, followed by attempts to sidestep outrage

MARION — Marion Police Chief Gideon Cody enlisted the support of local and state law enforcement officials in the days before&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/11/police-stage-chilling-raid-on-marion-county-newspaper-seizing-computers-records-and-cellphones/">he led raids</a>&nbsp;on the local newspaper office, the publisher’s home and the home of a city councilwoman.

The Kansas Bureau of Investigation, Kansas Department of Revenue, Marion County Sheriff’s Office and the Office of the State Fire Marshal — along with the county attorney and a magistrate judge — were complicit in the Aug. 11 raid or knew it was imminent. But in the days that followed, they largely downplayed their involvement.

Police reports, internal agency emails and other documents obtained by Kansas Reflector provide a clearer picture of the raid than the early one that crystallized as a fast-moving story attracted international attention.

There was the restaurateur who wanted a liquor license. The reporter who looked up the restaurateur’s drunken driving record. The police chief who knew reporters were investigating his past misconduct. The newspaper publisher with his strident editorial voice, and the&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/19/co-owner-of-kansas-newspaper-who-died-amid-stress-from-police-raid-honored-in-funeral-service/">demise</a>&nbsp;of his&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/21/youre-an-hole-police-chief-kansas-newspaper-owner-defiant-in-video-of-home-invasion/">defiant</a>&nbsp;98-year-old mother.

We now know there was also a KBI agent and his supervisor who had advance copies of the search warrants. A sheriff’s detective who wrote the search warrants. Department of Revenue staff who treated the reporter’s actions as criminal. And a fire marshal’s investigator who participated in the raid even though he seemed to realize it was unlawful.

Then there was the county attorney who claimed he didn’t review the search warrant affidavits until after the raid, even though police had sent them to him for preapproval. And the magistrate judge,&nbsp;<a target="_blank" href="https://www.kansas.com/news/politics-government/article278237263.html">with her own checkered driving record</a>, who signed three of the search warrants but refused a fourth.

Officers from three agencies converged Aug. 11 to seize personal cellphones, computers and other items from Marion County Record publisher Eric Meyer, two of his reporters — including one who wasn’t even a target in the investigation — and Councilwoman Ruth Herbel. Police also rummaged through a reporter’s desk drawer and Meyer’s paperwork to take stock of confidential sources.

There is no indication in any of the records obtained by Kansas Reflector that anybody anywhere suggested the raid would be a bad idea, despite federal protections for journalists and the&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/20/completely-unjustified-affidavits-point-to-abuse-of-power-in-raid-on-kansas-newspaper/">flimsy pretext of a crime</a>.

Katherine Jacobsen, U.S. and Canada program coordinator for the&nbsp;<a target="_blank" href="https://cpj.org/">Committee to Protect Journalists</a>, said it is incredibly concerning that so many taxpayer-funded agencies were willing to tacitly or directly sign off on a gross violation of the freedom of the press.

“I think the most charitable interpretation I can come up with is they just didn’t know and were ill informed about freedom of the press and the rights that journalists have in this country,” Jacobsen said. “A more nefarious interpretation is, of course, that they just didn’t care and were in fact kind of happy to see the journalists put in their place.”

Marion County Record reporter Phyllis Zorn was exhausted Aug. 16 after staying up all night to publish the first edition of the newspaper since the raid five days earlier.

Scrutiny of the raid had intensified as&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/12/police-defend-raid-on-kansas-newspaper-amid-backlash-over-brazen-violation-of-press-freedom/">the police chief</a>&nbsp;and&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/13/kbi-director-on-marion-county-newspaper-raid-media-is-not-above-the-law/">KBI director</a>&nbsp;issued statements about journalists not being above the law — a distraction from the reality that if anyone had broken the law, it was the police.&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/16/marion-county-record-publishes-in-defiance-of-police-raid-and-gets-seized-property-back/">The newspaper’s 200-point bold type headline that morning</a>&nbsp;read: “SEIZED … but not silenced.”

Cody, the police chief, had notified County Attorney Joel Ensey of his investigation in an Aug. 8 email, and sent copies of the search warrants to Ensey before taking them to a magistrate. A day after the raid, Ensey told Cody he would need to get a district court judge to sign the warrants so that the evidence seized during the raid could be reviewed by law enforcement outside of Marion.

“I also believe with the scrutiny this will receive, another judge reviewing the warrant would be a good idea, especially with some of the new information learned during the search,” Ensey said.

But as copies of the newspaper were being&nbsp;<a target="_blank" href="https://cpj.org/2023/08/defiant-marion-county-record-hits-newsstands-following-police-raid/">delivered around town</a>&nbsp;on Aug. 16, and new subscribers streamed into the newspaper office, Ensey claimed he had reviewed the search warrants in detail on Aug. 14. He said there was insufficient evidence to support the raids and that items seized would be returned.

Zorn, wearing a Mickey Mouse T-shirt, leaned against the doorway to the sheriff’s office evidence locker, where a deputy was retrieving the electronic devices that police had collected and bagged during the raid. The reporter was listening to Sheriff Jeff Soyez assign blame to the police department.

“It’s not my search warrant,” Soyez said. “It was PD’s search warrant.”

He leaned in to say quietly in Zorn’s ear: “You didn’t see me over there.”

“No, I’m glad I didn’t,” she told him, “because as relaxed as it is between you and me, I probably would have said some things.”

In fact, it was one of Soyez’ officers, Detective Aaron Christner, who had advised Cody on Aug. 8 to get a search warrant to preserve emails. Christner then drafted the search warrants and sent them to Cody to modify and sign. During the raid, Christner used software to make a digital copy of files from Zorn’s computer, which&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/24/altered-evidence-list-indicates-marion-police-kept-illegal-copy-of-evidence-from-kansas-newspaper/">police initially didn’t disclose</a>&nbsp;on their evidence log.

Ensey and the sheriff weren’t the only ones offering a cop-out.

Anyone can access driving records legally through the Department of Revenue’s online database — if they have a name, date of birth, and driver’s license number. Marion resident Pam Maag on Aug. 2 sent Zorn and Herbel a copy of restaurateur Kari Newell’s driving record, which showed Newell had a DUI and had been driving without a license. Zorn used KDOR’s website to verify the record.

According to Marion police officer Zach Hudlin’s written summary of an Aug. 7 phone call, an unnamed employee in KDOR’s IT department told him “there was a loophole or a vulnerability in their system that would allow someone to access another person’s private data.” The IT staffer confirmed that Zorn had looked up Newell’s driving record on Aug. 4.

Emails exchanged among Chad Burr, with KDOR’s Office of Special Investigations; Garrett Kaufman, technical services manager at KDOR; Craig Bowser, with the Office of Information Technology Services; Desiree Perry, a cyber intelligence specialist; and Valerie Pitts, IT manager at KDOR, show the agency treated Zorn’s use of the website as a crime. Kaufman said it was good that police were working with the KBI.

KDOR didn’t respond to an email asking why the agency’s perspective changed in the days after the raid.

On Aug. 21, KDOR spokesman Zach Denney&nbsp;<a target="_blank" href="https://www.kansascity.com/news/state/kansas/article278460169.html">told the Kansas City Star</a>&nbsp;that “this information is public record and available online.” He&nbsp;<a target="_blank" href="https://www.nbcnews.com/news/us-news/police-accused-raided-kansas-newspaper-lying-get-records-reporter-used-rcna100998">told NBC News</a>&nbsp;“the motor vehicle driver’s checker is public-facing and free-use.”

Cody emailed KBI special agent Todd Leeds on Aug. 8 and asked for assistance. Leeds forwarded the request to his supervisor, special agent in charge Bethanie Popejoy, then opened a case on “Marion Public Corruption.”

Leeds asked police for cellphone numbers, Facebook account names and email addresses for Newell, Meyer, Herbel, Zorn and Maag. The KBI agent also wanted&nbsp;<a target="_blank" href="https://kansasreflector.com/wp-content/uploads/2023/11/21-MPD-08.09.23-Victim-Statement-1a.pdf">Newell’s witness statement</a>&nbsp;and Herbel’s emails. Marion police sent Leeds “everything we have currently for the case.”

Hudlin sent copies of search warrants to Leeds on Aug. 10.

“Did you guys execute this today?” Leeds asked.

“No,” Hudlin replied. “My understanding is that the county attorney wasn’t in the office today.”

A day after the raid, Cody wrote to Popejoy at the KBI to notify her of the items police had gathered during the raid. He CC’d Ensey on the email.

“I cannot tell you how much I appreciate the KBI’s support,” Cody wrote. “It has been tough being the Chief of Police today.”

Two days after the raid, KBI director Toni Mattivi professed his&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/13/kbi-director-on-marion-county-newspaper-raid-media-is-not-above-the-law/">belief in free speech</a>&nbsp;while defending his agency’s involvement in the investigation and taking a jab at news media. Mattivi said his agent did not apply for the search warrants and wasn’t present during the raid.

Attorney General Kris Kobach, who has oversight of the KBI,&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/08/17/kobach-kbi-looking-into-possible-data-breach-in-kansas-newspaper-case/">told reporters on Aug. 16</a>&nbsp;that the KBI “was not notified of the searches prior to their taking place.”
