The airline pilot happened to be in Amsterdam but he had a question. He sent a text to a friend and asked, “When is the world’s fair?”&nbsp;&nbsp;The friend texted the dates in his reply.&nbsp;

The pilot said, “Good, I want to be sure I make it back to Kansas for it.”&nbsp;&nbsp;The self-proclaimed world’s fair to which he referred is a remarkable community fair in&nbsp;rural&nbsp;Kansas. &nbsp;

Last week we learned about a century-long collection of fair books. Those fair books were produced for the annual Kincaid Farmers Free Fair, known today as the Kincaid World’s Fair or Kincaid Free Fair for short. Gary Holloway is the president of the Kincaid fair board.&nbsp;

From newspaper accounts, it appears that the first Kincaid fair was held in 1907. “Of my grandparents, one was 8 (years old) and the other was 5 (at that time),” Gary said. It began as a Farmer’s Institute and corn growing contest, in an effort by local businessmen to attract attention and generate business from the railroad.&nbsp;

Since that time, the fair has been held every year, except when cancelled due to World War II and due to the Covid-19 pandemic in 2020. This year, the fair theme is “110 years and going strong.”&nbsp;

Gary Holloway’s family was always involved in helping with the fair. He grew up on the farm near Kincaid, went away to college and worked in business before coming back to the farm. He and his wife raised two sons, one of whom went to K-State and is coming back to the farm with his family also. “My grandchildren will be the fifth generation to be involved with the fair,” Gary said.&nbsp;

The Kincaid fair, by the way, is separate from the Anderson County Fair which is held in July and at which 4-Hers qualify to go the state fair. The Kincaid fair was held in late September, after the state fair is over.&nbsp;

“Growing up, my brother and I always had two of every kind of livestock,” Gary said.&nbsp;&nbsp;“One we sold at the county fair and the other we saved for the Kincaid fair.”&nbsp;

As president of the fair board, Gary works with experienced volunteers. “Dozens of volunteers make this possible,” he said. “Everybody knows what to do at the fair and they just do it. There’s no egos.”&nbsp;

“We have to have stuff for kids to enjoy,” he said. When the tentatively-scheduled 2021 carnival company cancelled, the fair board arranged for multiple bounce houses to be available for kids every night.&nbsp;

The Kincaid Free Fair includes lots of exhibits and a remarkable set of related activities.&nbsp;&nbsp;In addition to the exhibit judging, there’s a kids cash grab, pedal tractor pull, bean feed, pony pull, cornhole tournament, pie baking contest, 5K run, antique farm machinery show, horseshoe pitching contest, horse show, voting for a fair queen, car show, barbecue smoke-off competition, and more. The annual parade has sometimes drawn as many as 4,000 people.&nbsp;

“We’ve had as many as eight marching bands in the parade from communities around the region,” Gary said. Thanks to sponsors, the entertainment is provided free to the public. “It’s called the free fair because we’ve never charged for entertainment,” Gary said.&nbsp;

Along the way, the fair began to be referred to as the world’s fair, and it brings people back to the community from all over. “This is the homecoming event that we come home to,” Gary said.&nbsp;&nbsp;&nbsp;

It’s amazing to find this in a&nbsp;rural&nbsp;community such as Kincaid, population 122 people.&nbsp;&nbsp;Now, that’s&nbsp;rural.&nbsp;

“This is a reunion,” Gary said. “These things were important to us growing up and we want our grandkids to have a great experience too.”&nbsp;

Now That’s Rural: Gary Holloway, Kincaid Free Fair

The Friends of the Salina Public Library is hosting the Fantastic Fall Book Sale to culminate Friends of the Library Week. 

In recognition of the organization's support for the library, Salina Mayor Melissa Hodges proclaimed Oct. 17-23 as Friends of the Library week in Salina. The proclamation presented at Monday's City Commission meeting recognized the Friends work as the library is the cornerstone of the community in providing opportunities for all to engage in the joy of lifelong learning.

The organization act as a “booster club” for the library. Members raise funds to support summer reading programs, procure equipment for classes, assist with special programs, and provide scholarships for teen volunteers.

Friends Board President Mary Shaffer said that this book sale is one of the two really big book sales of the year.

Friday, from 4:30-7:30 p.m., will be a preview for Friends of the Salina Public Library members. The sale is open to public on Saturday from 9:30 a.m.-6 p.m. On Oct. 24 from 1-4 p.m., the public may purchase books for $5 a bag.

Laura Rhodenbaugh, Friends of the Salina Public Library board treasurer, said that they have a big variety of offerings—books, audio books, movies, music CDs, and games—all at really bargain prices. 

“If someone is a mystery or romance fan, then they are really in luck because we have hundreds of selections,” she said.

The books the organization prepares for the sales come from book withdrawn from the library collection and from public donations. Donations to the organization can be made during library hours—a donation box is right inside the front door of the library.

Anyone can become a member anytime--but during this special enrollment period, local merchants have given coupons and small prizes to encourage membership. Yearlong memberships are $5 for students, $10 for individuals, and $25 for families.

Dale Gene Frans, 74 of McPherson, KS, passed away on Tuesday, October 12, 2021, after a courageous nine year battle with pulmonary fibrosis. Ever a feisty and surprising man, he refused to be defined by the disease, living an active life for nearly a decade after his diagnosis. Born to Ray and Lillian Frans on June 1, 1947, Dale grew up in McPherson, KS with his older sister Cheri and younger brother Dennis. He graduated from McPherson High School in 1965.

Dale went on to serve his country with the United States Army in 1966. Stationed in Germany during the Vietnam War, he worked primarily in communications. 

After being honorably discharged, Dale returned to McPherson and began a career in flooring installation at Reggie’s Floor Covering. He later started Frans and Frans Installation with his brother Dennis, and continued to work in the industry throughout his life. A creative and adventurous man, Dale loved being outdoors, going camping, hiking, fishing, and searching for arrowheads. He had a green thumb, with a particular talent for cultivating wildflower gardens and cacti. Dale was an avid reader and enjoyed researching Native American history. He enjoyed putting together model airplanes, making his own arrowheads, and painting landscapes. Music was important to him throughout his life. He especially loved to listen to and play drums. Dale drummed and sang as an original member of the band “King Midas and the Muflers,” and never lost his love for listening to music - as often, and as loud as he could!

Dale also loved family, and took particular joy in the lives and accomplishments of his children, grandchildren, nieces, and nephews. One of Dale’s greatest gifts was his ability to connect with people. He was an unassuming and down-to-earth man who loved to joke around. His authentic and playful outlook drew others to him. Throughout his life, he modeled resilience, problem solving, humility, the ability to admit one’s mistakes, and never giving up. Dale openly shared about the ups and downs of his own life making it easy for others to relate. He taught those in his life to never judge a book by its cover, to give and receive grace, and to value nature’s beauty over material possessions. Dale’s legacy lives on in these lessons. Dale is survived by daughters: Daisy Myrick (Steve) of Liberty, MO, Jennifer Mizell of Canton, KS, Angela Strovas (Tim) of Seattle, WA, and Elkie Burnside of Amherst, MA; four granddaughters: Mia and Molly Myrick and Grace and June Mizell; a sister, Cheri Wray of McPherson, KS; sister-in-law, Janet Frans of McPherson, KS and many extended family and friends. He was preceded in death by his parents, brother Dennis, and niece Heather Lynn Frans. A celebration of Dale’s life will be held on October 18, 2021, at 1 p.m. at The Presbyterian Church, McPherson, KS. Burial with&nbsp; military honors will follow at McPherson Cemetery.

Dale drummed and sang as an original member of the band “King Midas and the Muflers,” and never lost his love for listening to music - as often, and as loud as he could! Dale also loved family, and took particular joy in the lives and accomplishments of his children, grandchildren, nieces, and nephews. One of Dale’s greatest gifts was his ability to connect with people. He was an unassuming and down-to-earth man who loved to joke around. His authentic and playful outlook drew others to him. Throughout his life, he modeled resilience, problem solving, humility, the ability to admit one’s mistakes, and never giving up. Dale openly shared about the ups and downs of his own life making it easy for others to relate. He taught those in his life to never judge a book by its cover, to give and receive grace, and to value nature’s beauty over material possessions. Dale’s legacy lives on in these lessons. Dale is survived by daughters: Daisy Myrick (Steve) of Liberty, MO, Jennifer Mizell of Canton, KS, Angela Strovas (Tim) of Seattle, WA, and Elkie Burnside of Amherst, MA; four granddaughters: Mia and Molly Myrick and Grace and June Mizell; a sister, Cheri Wray of McPherson, KS; sister-in-law, Janet Frans of McPherson, KS and many extended family and friends. He was preceded in death by his parents, brother Dennis, and niece Heather Lynn Frans. A celebration of Dale’s life will be held on October 18, 2021, at 1 p.m. at The Presbyterian Church, McPherson, KS. Burial with&nbsp; military honors will follow at McPherson Cemetery. TOPEKA – Humanities Kansas recently awarded a SHARP Recovery Grant in the amount of $8,150 to Salina Public Library. 

The library’s Assistant Director Amy Adams serves as project director. The library serves people of all ages and backgrounds in Salina, Saline County and the larger north-central Kansas region. Its core humanities programs include storytimes, book discussions, exhibits and educational presentations on history, literature and culture.

The SHARP Recovery Grants support Kansas cultural organizations that provide humanities programming and are facing financial hardship due to the coronavirus. Grants are for general operating support, staff retention, and needed digital and/or operational transitions for cultural work in the post-pandemic era. Humanities Kansas awarded 121 SHARP grants statewide.

“Humanities Kansas is honored to be able to support Kansas cultural organizations as we recover from the impact of Covid,” said Julie Mulvihill, Humanities Kansas Executive Director. “This past year has demonstrated that Kansans lean into the humanities during challenging times. Kansas cultural organizations that do work in the humanities provide important social connections and contribute to the economic well-being and strength of our communities.”

Funds have been made available through the National Endowment for the Humanities (NEH) to assist cultural institutions affected by the coronavirus as part of the American Rescue Plan Act of 2021 (ARP) approved by the U.S. Congress and signed into law by President Joseph R. Biden.&nbsp;

Salina Public Library receives SHARP Recovery Grant

SEDGWICK COUNTY—Law enforcement authorities investigating a drive-by shooting at a home in Wichita that injured an 11-year-old girl have made an arrest, according to the Sedgwick County booking report.

On Thursday, police arrested <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=18777609">25-year-old Byron Monroe Purcell</a> on <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=18777609">requested charges</a> of aggravated assault, aggravated battery and weapons, drug and parole violation charges.

He's accused of being the gunman in a shooting that happened early Tuesday in the city's Ken-Mar neighborhood in which bullets hit a house.

Police say the<a href="https://www.gofundme.com/f/victim-of-shooting-family-needs-help?member=14541373&amp;sharetype=teams&amp;utm_campaign=p_na+share-sheet&amp;utm_medium=more&amp;utm_source=customer"> 11-year-old girl </a>was in the house and asleep in her bed when she was hit by the gunfire. She was taken to a hospital with injuries that were not life-threatening. Police say four other people in the home at the time of the shooting were not injured.

RICE COUNTY&nbsp;–&nbsp;Law enforcement authorities arrested a Sterling man Thursday morning after an investigation by the Kansas Bureau of Investigation (KBI).

Just after 8 a.m., KBI agents served an arrest warrant at the residence of 2020 Avenue R in Sterling, Kansas. The Rice County Sheriff’s Office and the Kansas Highway Patrol assisted during the arrest, according to a media release from the KBI.

Jonathan A. Braden, 43, also known as Jonathan Behnke, was arrested without incident. He was booked into the Rice County Jail for two counts of aggravated criminal sodomy, two counts of aggravated indecent liberties with a child, and 25 counts of sexual exploitation of a child. The crimes allege Braden engaged in sexual conduct with a juvenile, and possessed and manufactured child pornography.

In September 2019, a report was made to the Grandview Plaza Police Department when a subject discovered images of child pornography that were suspected to be Braden’s. The Grandview Plaza Police Department began investigating. They requested KBI assistance in October of 2019.

On Dec. 19, 2019, a search warrant was executed at Braden’s residence in Sterling, and evidence was located and seized.

KBI: Kansas man jailed for alleged child sex crimes 

WICHITA –&nbsp; A new AAA survey of Kansas first responders, including police, fire fighters, tow drivers&nbsp;and utility workers, sheds an alarming light on dangerous driving behaviors that have resulted, nationally, in hundreds of deaths at the roadside.

92% of Kansas first responders and other roadside workers polled* said they have had at least one near miss incident or felt their life threatened &nbsp;- with 24% saying it happens "routinely" - because motorists do not slow down or move over for those working along the roadside, despite the fact that Kansas law requires them to do so.

"Nationwide, an average of 24 first responders are killed every year while working along the roadside – that’s a tragic loss of life every other week," said Shawn Steward, spokesman for AAA Kansas. "AAA and our traffic safety partners pushed for passage of the Move Over law here in Kansas but, clearly, there is still work to be done to ensure the safety of any motorist disabled at the roadside and the first responders who come to their aid."

The AAA Poll of Kansas First Responders* found:

●Almost 60% percent of first responders including law enforcement, EMS, tow truck drivers and roadside workers say that, in their experience, Kansas motorists do NOT slow down and move over for those working along the side of the road

●50% of first responders say they do NOT feel more safe since the Move Over law was put in place

●92% say that they personally have been involved in a near miss incident or had their life threatened because a motorist failed to move over

●With 24% saying it happens ‘ROUTINELY’

The findings of the first responders’ poll are in sharp contrast to an earlier AAA poll of Kansas drivers – more than 96% of whom said that they do slow down for first responders at the roadside and 95% of whom said they move over a lane whenever safe to do so. But first responders say that is not what they are experiencing.

"Troopers across Kansas have noticed that drivers are not moving over when approaching and passing emergency vehicles and roadway maintenance vehicles," said Lieutenant Candice Breshears of the Kansas Highway Patrol. "First responders and roadway workers are dedicated to making our Kansas highways safer for everyone traveling in and through Kansas. Not only is it a Kansas law to move over, but it is also the courteous thing to do. We want everyone, including our first responders, to make it home safely to their families. Please do your part and Move Over and Slow Down for all roadway workers."

"All first responders should be able to do their jobs along the roads safely, without fear of being struck by a passing vehicle," said Kansas Secretary of Transportation Julie Lorenz. "Their service to the public is vital. Please follow the law and give these workers the respect they deserve – move over and slow down for everyone who works along the roadway."

Already this year, two AAA tow drivers have been killed while assisting motorists at the roadside - but it’s not just first responders who are at risk. Since 2015, more than 1,600 people have been struck and killed while outside of a disabled vehicle.

Some states have extended Move Over protections to include stranded motorists and everyone at the roadside.

"The goal is not just to make motorists aware of the law. The goal is to change driver behavior and put an end to these senseless tragedies," AAA Kansas’ Steward adds.

AAA: Kansas first responders sound alarm about deadly roadside risks

On Oct. 14, 1947, U.S. Air Force Capt. Charles E. ("Chuck") Yeager became the first test pilot to break the sound barrier as he flew the experimental Bell XS-1 (later X-1) rocket plane over Muroc Dry Lake in California. 

In 1066, Normans under William the Conqueror defeated the English at the Battle of Hastings.

In 1586, Mary, Queen of Scots, went on trial in England, accused of committing treason against Queen Elizabeth I. (Mary was beheaded in February 1587.)

In 1933, Nazi Germany announced it was withdrawing from the League of Nations. 

In 1939, a German U-boat torpedoed and sank the HMS Royal Oak, a British battleship anchored at Scapa Flow in Scotland's Orkney Islands; 833 of the more than 1,200 men aboard were killed.

SHAWNEE COUNTY —Law enforcement authorities are investigating a Kansas woman on multiple charges after a traffic stop.

Just before 10 p.m. Monday, a deputy conducted a traffic stop on a 2003 Honda Odyssey minivan at SW 10th Street and SW Wanamaker Road, according to Deputy Abigail Christian.

 The minivan was reported stolen through the Topeka Police Department. There were two adult woman, an 8-year-old girl and an 11-year-old girl inside the vehicle during this incident. 

Throughout the investigation, deputies found illegal narcotics, according to Christian. They arrested the driver, Shalena N. Broadway, 29, of Topeka, on a warrant out of Jackson County and requested charged with possession of methamphetamine, aggravated endangering a child, felony theft, possession of drug paraphernalia, possession of marijuana, driving while license suspended, identity theft, forgery and burglary to vehicle.

The passenger, Jessica D. Riley-Perkins, 27, of Topeka, was booked into the Shawnee County Department of Corrections on requested charges of possession of methamphetamine, possession of drug paraphernalia, possession of marijuana, identity theft, forgery and burglary to vehicle.

Sheriff: Kansas mother jailed after driving with kids in stolen van

CHICAGO –&nbsp;U.S. Women’s National Team head coach Vlatko Andonovski has named a 21-player training camp roster for the upcoming October matches against Korea Republic which will mark the USWNT return of Kansas native and Kansas City NWSL goalkeeper Adrianna Franch and the final appearances for legend Carli Lloyd in a U.S. uniform.

The USA will take on Korea Republic on Oct. 21 at Children’s Mercy Park in Kansas City, Kan. (7 p.m. CT on ESPN2 and TUDN) and then will travel to St. Paul, Minn., to complete that two-game series at Allianz Field on Oct. 26 (6:30 p.m. CT pre-game on FS1 and 7 p.m. CT on TUDN).

The USWNT begins its BioSteel Training Camp on Monday in Andonovski’s home area of Kanas City to prepare for its final domestic matches of the year. The match in Kansas City also represents a homecoming of sorts for the U.S.'s Franch, who hails from Salina and currently plays in the NWSL with Kansas City. A 2019 World Cup champion and 2020 Olympic bronze medalist, Franch is the only player from Kansas to ever make a world championship roster for the USA.

The trip to Minnesota also marks a return to the roots of the U.S. Women’s National Team program. The USWNT played its first nine domestic games in Blaine, Minn., over 1986 (2 games), 1987 (4 games) and 1990 (3 games) at what was then the Blaine Soccer Complex and later the National Sports Center.

Before the game in Kansas City, midfielder Lindsey Horan will be honored for reaching 100 caps. Horan, 27, is the 41st USWNT player to earn that distinction. The Colorado native earned her 100th cap during the Olympics on July 24 in a 6-1 victory against New Zealand, a match in which she scored her 23rd international goal.

The roster features 17 players from the bronze medal-winning 2020 Olympic Team, plus four additions in forwards Mallory Pugh and Sophia Smith, midfielder Andi Sullivan and defender Emily Fox. Pugh, Sullivan and Smith were on the roster for the USA’s two wins over Paraguay in September (with Sullivan and Smith scoring their first international goals during that series) while Fox was named to her first roster since matches against Colombia in January at which she earned her fourth cap. Fox also participated in training camp prior to the start of the 2021 SheBelieves Cup.

Forward Megan Rapinoe returns to the roster after missing the September games due to injury, and while goalkeeper Alyssa Naher and midfielders Samantha Mewis and Julie Ertz will join the camp, they are not yet ready to play as they continue to rehab from injuries.&nbsp;Forward Christen Press and defender Crystal Dunn opted out of the matches.

Franch selected for US National Team matches against Korea

SEDGWICK COUNTY—Law enforcement authorities are investigating a gun fight that sent two men to the hospital in critical condition.

Just after 7p.m.Tuesday, police responded to a shooting call at a home in the 2800 block of West Maple in Wichita, according to Officer Charley Davidson.

Upon arrival, officers located a 36-year-old man inside the home who had been shot. He was taken to an area hospital in critical condition and remains hospitalized. 

Officers also located a 32-year-old man in an alley north of the home hiding underneath a vehicle who also had been shot.&nbsp; EMS transported him to an area hospital in critical condition and he remains hospitalized, according to Davidson.

At approximately 7 p.m. man came back to the home and forced his way inside again while armed with a handgun. The 36-year-old observed the suspect with the gun and retreated to a room inside where he also obtained a handgun. The two exchanged gun fire.Multiple other individuals were inside the home at the time of the incident, according to Davidson. Only the two men were injured.The incident stemmed from an ongoing property dispute, and detectives recovered two handguns during the investigation.&nbsp;&nbsp;After the 32-year-old is released from the hospital, he will be booked into jail on requested charges of aggravated battery, aggravated burglary, criminal damage to property, and felon in possession of a firearm, according to Davidson.
