CONCORDIA - Twenty-four&nbsp;nursing&nbsp;students were awarded $100,000 in scholarships from the Dane G. Hansen Scholarship fund at Cloud County Community College.

The scholarship is administered by the college, and 24 students were awarded scholarships for the 2022-2023 school year. The scholarship recipients are:

The Dane G. Hansen Foundation aspires to enhance the quality of life throughout rural communities in northwest Kansas. The Foundation strongly supports the continuing education of rural community members, and will award scholarships to those who are willing to work in the 26 county service area of northwest Kansas upon graduation. Those who receive this scholarship must be currently enrolled in the CCCC&nbsp;nursing&nbsp;program. The scholarship will cover tuition, fees, books, and some miscellaneous expenses.

CCCC awards nursing scholarships

Informative talks, vocal solos, instrumental ensembles, and demonstrations, oh my!&nbsp;

Members of the Smoky View 4-H Club were busy competing at the Central Kansas District (CKD) Club Days on Saturday, March 5. Members either submitted a video of their presentation or competed at the event in-person at Salina South Middle School.

Twelve members competed in 17 events, and five of those events qualified for the regional Club Day competition that will be on Saturday, March 26 in Clay Center.&nbsp;

Smoky View 4-H Club members also participated in the CKD 4-H Quiz Bowl on Saturday, Feb. 19 at the K-State Campus in Salina. Eleven club members competed with each other and against 4-H members from other district 4-H clubs. The club won second place in the competition.

On Feb. 27, the Smoky View 4-H Club found out what fair themes the Tri-Rivers Fair Board and Ottawa County Fair Board had chosen for the year. The Ottawa County Fair Board chose “Blue Jeans and Country Dreams” and the Tri-Rivers Fair Board chose the theme “Fancy Like… Fair Life!” The club learned this at its February club meeting held at the Salemsborg Fellowship Center and online.&nbsp;

At this meeting, club members who participated in this year’s CKD 4-H model meeting competition were awarded with blue ribbons. The club was able to move on to the regional model meeting competition.

Club members Eian Pracht, Maia Pracht, and Acacia Pracht presented a reading of a chapter of the book The Strange Case of Origami Yoda to the club.

The Smoky View 4-H Club plans to meet again on March 20 at the Salemsborg Fellowship Center.

BARTON COUNTY —Law enforcement authorities are investigating a suspect on drug charges after a traffic stop.

Just after 2:30 p.m. Monday, a sheriff's deputy stopped a red Dodge Dakota in the 300 block of NW 40th Road, according to Sheriff Brian Bellendir.

The driver of the vehicle was identified as 51-year-old Michael “Spike” Croslin of Great Bend.

Further investigation revealed Croslin was in possession of several controlled substances. Sheriff’s deputies discovered suspected methamphetamine, crack cocaine, LSD and fentanyl.

Deputies transported Croslin to the Barton County Jail without incident where he was booked on requested charges of possession of methamphetamine with intent to distribute, possession of hallucinogenic drugs, possession of drug paraphernalia and driving while revoked. Croslin is being held in lieu of a $100,000 bond.

TOPEKA — Kansas senators debated 
Monday extending an exemption from a local government-collected 
franchise fee to streaming giants such as Netflix and Hulu.

Under Kansas law, cable companies are required to pay up to 5% of 
their revenue to municipal governments because they rely on the public 
right of way to deliver services to customers. Companies are also 
required to register with the Kansas Corporation Commission and pay a 
fee to the state.

<a target="_blank" href="http://www.kslegislature.org/li/b2021_22/measures/sb547/">Senate Bill 547</a>
 would ensure streaming services would not be subject to these 
requirements. The issue has come to a head in Fort Scott, where the city
 filed a lawsuit against Netflix and Hulu over these fees.

Erik Sartorius, executive director of the Kansas League of 
Municipalities, said proponents were seeking to legislate rather than 
defend themselves in court. Quoting the song “Undone (The Sweater Song)”
 by the band Weezer, he said the legislation was akin to bringing a 
Gatling gun to a skeet shoot — it would blow apart long-standing 
governance.

“The refrain is, ‘If you want to destroy my sweater, hold this thread
 as I walk away. Watch me unravel. I’ll soon be naked lying on the 
floor. I’ve come undone,’” Sartorius said. “That is what this bill is. 
It’s not snipping a little loose thread. It is beginning the unwinding 
of right of way statutes, franchise agreements and the whole 
comprehensive system used to oversee the provision of services.”

Local governments across the country find themselves in a similar 
spot to Fort Scott, as they receive cuts of profit from cable companies 
but not streaming firms. As streaming services grow in popularity and 
people cut cable from their budget, municipalities have reported a 
notable decline in revenue from cable companies.

Streaming services argue efforts to place them under these franchise fees are desperate attempts to recoup these lost funds.

Some stakeholders have expressed concerns a franchise fee would 
trickle down and cost Kansas consumers more money if subscription costs 
are raised to offset the tax.

The debate over this exemption left Sen. Rob Olson, chairman of the 
Senate Federal and State Affairs Committee, questioning whether 
extending this tax to streaming platforms would be appropriate in the 
first place.

“You’re not able to charge that tax at Blockbuster or whatever. The 
cities can’t tax everything,” the Olathe Republican said. “Where does 
this stop? Is it going to go to everything on the internet?”

The question raises the broader issue of state and federal laws not 
matching how residents consume media. Debate in Kansas has largely 
focused on whether to treat these streaming or digital services as a 
physical disc for tax purposes.

The tax proposal has stalled in recent years amid concerns it would 
disproportionately burden middle-class families using these platforms.

John Federico, a Topeka lobbyist who serves as president of the 
Kansas Cable Telecommunications Association, urged the panel to reject 
the legislation for now and instead take a measured approach to review 
the issue at large. If the bill were to pass, he said, it would be 
nearly impossible to make meaningful changes.

“Give some thoughtful consideration to looking at the laws on the 
books, what we are receiving for services, who’s providing these 
services and see if there’s a way to make this work and an opportunity 
to modernize our telecommunications taxes or fees,” Federico said.

COWLEY COUNTY—Law enforcement authorities are investigating a Kansas man on&nbsp;drug and firearm charges after a SWAT team searched his home.

On March 9, police with the assistance of the Southern Kansas SWAT team, executed a search warrant at a residence located at 415 N. Sixth St. in west-central Arkansas City, according to a media release.

The residence had been identified as being used to harbor&nbsp;Cody Christopher Ranger, 29, a wanted suspect who was reported to be armed with a firearm. SWAT located Ranger hiding in the house’s attic.

Officers arrested Ranger on a warrant for probation violation from Cowley County District Court in Arkansas City and requested charges including of one felony count each of criminal possession of a firearm by a felon, no drug tax stamp, possession with intent to distribute heroin within 1,000 feet of a school, possession with intent to distribute marijuana within 1,000 feet of a school, possession with intent to distribute methamphetamine within 1,000 feet of a school, and possession with intent to distribute narcotics within 1,000 feet of a school, as well as one misdemeanor count of possession of drug paraphernalia.

Ranger was transported to and booked into the Cowley County Jail in Winfield. He is being held without bond.

A star in both the winter and summer Paralympic Games, Masters has now won eight Paralympic medals in cross-country, five in biathlon, two in Para-cycling and one in rowing. Masters adds another silver, goes 6-for-6 in individual events

Yasuhiro Takahashi, husband of Charlotte Kennedy Takahashi and part-time resident of Hillsboro, passed away on March 11, 2022 at his home in Tokyo at 6:38, Japan time. 

He is survived by his wife, Charlotte, a brother, Kasuhiko and a nephew, Nobuhisa Onoyama. 

The funeral will be held at the Tokyo Baptist Church and will be officiated by Reverend Ishihara of the Swedish Reformed Church, Japan, a church which Hiro and his family have served in many capacities. (Hiro’s father had been a lay pastor). A memorial will be announced in Hillsboro at a later date. Ashes will be buried in both the U.S. and in Japan. Yasuhiro (Hiro) was born in Iwate Prefecture, Japan on November 28, 1946. His family was relocated there during the war period from 1945. He attended a Christian junior and senior high school in Tokyo, founded on the philosophy of J. F. Oberlin. He enjoyed basketball. He entered Chuo University to study business and was a member of the English Speaking Society of Chuo University, winning second prize in the All Japan University English debate tournament when he was a junior. Hiro’s career started with Toshiba’s head office in Tokyo. After eight years at Toshiba, he came to the U.S. to earn an MBA from American Graduate School of International Management in Glendale, Arizona. It is today a part of Arizona State University. During one year and half at graduate school, Hiro met Charlotte, who was also earning her MBA, and married in 1977 in Wichita, where Charlotte’s mother, Mildred Kennedy lived. Upon graduation in 1976, he changed his career to work in the pharmaceutical industry as Japan had just opened its pharmaceutical market for capital investment by foreign firms. He stayed in the industry until he retired in 2014. His initial success was the introduction of Tagamet, an ulcer medicine at Smith Kline &amp; French Labs in Japan. Hiro and Charlotte were relocated to Japan 1978 by SKF. His career advanced into executive positions and country manager at Centocor Inc., a part of Johnson and Johnson Company and then board member at ABBOTT Laboratories, Inc. in Japan. He started a consulting service firm in Tokyo in 2000 to help young biotechnology firms from U.S. and Europe make technology deals with Japanese large pharmaceutical companies. While he was in the pharmaceutical industry, he was elected nine years consecutively as a board member for Japan’s pharmaceutical industry organization (Pharma-delegates), which has 150 international member firms. Hiro and Charlotte enjoyed a marriage of sharing interests in history, enjoying friends, traveling (visited over 60 countries together), collecting antiques, reading, and supporting each other’s businesses. Hiro had a passion for golf and kept his 16 handicap until recently. Hiro especially enjoyed the Hillsboro golf course and the friends he made there. He also enjoyed experiencing midwestern American culture in Hillsboro and invited several Japanese friends to experience Hillsboro. During his initial treatment with acute myeloid leukemia in February 2021, Hiro published a book in Japanese on his experiences and travel in Canada, North and South America which includes his experience of living four seasons in Hillsboro. He always hoped to return to Hillsboro to say “hello” to his friends. Yasuhiro will be dearly missed.

SHAWNEE COUNTY—Law enforcement authorities are investigating a suspect on multiple charges after allegedly stealing from a business on Wednesday.

Just before 8:15 a.m., the Shawnee County Emergency Communications Center received a 911 call reporting that a suspicious person was in the process of taking items from a business in the 1000 block of SE 45th Street, according to Deputy Abigail Christian. The business owners were also on scene and attempted to detain the suspect. 

During the event, the suspect entered a vehicle and drove it towards the business owners, striking them with the vehicle.

Deputies responded to the call and arrested 24-year-old Colton G. Miller&nbsp; of Topeka, who was still at the scene. No serious injuries were reported.

Miller was booked into the Shawnee County Department of Corrections on requested charges of&nbsp; aggravated battery, theft and criminal damage to property, according to Christian.

Sheriff: Theft suspect attempted to run over Kan. business owners

A Salina man who went to the Saline County Jail to visit a friend Thursday afternoon ended up in jail himself.

Anthony Harris, 59, of Salina, went to the Saline County Jail to visit a friend at approximately 1:30 p.m. Thursday. While he was there, the corrections officers learned that Harris had an outstanding warrant, Saline County Sheriff Roger Soldan said this morning.

When the corrections officers went out to the jail lobby to arrest Harris, Harris allegedly threw a marijuana pipe in the trash, Soldan said. Additionally, when Harris was taken back to the booking area, he allegedly tossed a baggie of marijuana onto the floor. Corrections officers also allegedly found a baggie of methamphetamine among Harris' possessions, Soldan said.

In addition to the warrant, Harris was arrested on the following requested charges, Soldan said.

Gaining evening light but losing sleep: AAA cautions drivers to stay alert as they spring forward

WICHITA –&nbsp;Springing forward can mean falling back into a bad driving habit – drowsy driving. 

The arrival of Daylight Saving Time this weekend means one less hour of sleep, a darker morning commute and the potential for more sleepy drivers on the road.&nbsp;AAA is reminding drivers to adjust their sleeping habits along with their clocks, to stay alert behind the wheel&nbsp;and to look out for pedestrians, especially children who will be on their way to school and may be hard to see.

“When the time changes, sleep cycles are interrupted and drivers can be more tired than they realize,” said Shawn Steward, AAA Kansas spokesman. “Losing one hour of sleep takes an adjustment, and drivers need to prepare by getting more rest, especially on Sunday.”

The Centers for Disease Control and Prevention says that 35% of U.S. drivers sleep less than the recommended minimum of seven hours daily. Previous&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2c75%404-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=517018&amp;Action=Follow+Link" target="_blank">AAA research</a>&nbsp;indicates that&nbsp;nearly all drivers (96%) say they view drowsy driving as a serious threat to their safety and a completely unacceptable behavior. However, 29% admitted to driving when they were so tired they had a hard time keeping their eyes open at some point in the previous month before the survey.

“Knowing the warning signs of drowsiness can help drivers avoid dozing off behind the wheel,” said Steward. “Symptoms include having trouble keeping your eyes open, drifting from your lane and not remembering the last few miles driven.”

Drivers however should not rely on their bodies to provide warning signs for drowsiness and should instead prioritize getting at least seven hours of sleep before hitting the road.

To avoid drowsy driving, AAA recommends that drivers:

●Travel at times of the day when they are normally awake

●Prioritize sleep, getting at least seven hours a night

●Avoid medications that cause drowsiness or other impairment

●Schedule a break every two hours or every 100 miles. 

●Travel with an alert passenger and take turns driving. 

●Do not underestimate the power of a quick nap. Pulling into a rest stop and taking a quick catnap ― at least 20 minutes and no more than 30 minutes of sleep ― can help to keep you alert on the roads

Losing an hour over the weekend may make drivers feel foggy for the Monday morning commute.&nbsp;The morning commute for several weeks to come, will be much darker than what drivers have been used to in the last few weeks.&nbsp;It’s important for drivers to be alert and remember that children will be on their way to school and may be hard to see. Seventy-five percent of pedestrian fatalities happen when it’s dark, according to&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2c75%404-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=517017&amp;Action=Follow+Link" target="_blank">findings</a>&nbsp;from the Governor’s Highway Safety Association (GHSA) released in 2021.&nbsp;

●Slow down. Speed limits in school zones are reduced for a reason. A pedestrian struck by a vehicle traveling at 25 mph is nearly two-thirds less likely to be killed than a pedestrian struck by a vehicle traveling just 10 mph faster.

●Stay alert. Drivers should always avoid distractions while driving, but it’s particularly important in school zones and residential neighborhoods.

●Headlights. Turn on the vehicle’s daytime running lights or headlights—even during the day—so children and other drivers can see you more easily. But, don’t forget to turn them off when you reach your destination to maintain your battery life.

●While walking, pocket the cell phone and avoid listening to music/audio player at a volume that prohibits you from hearing approaching danger.

 ●Cross at intersections or crosswalks - not in the middle of the street or between parked cars.&nbsp; Do not jaywalk.

●Avoid walking in traffic where there are no sidewalks or crosswalks. If you have to walk on a road that does not have sidewalks, walk facing traffic.

●Evaluate the distance and speed of oncoming traffic before you step out into the street.

●Wear bright colors or reflective clothing if you are walking near traffic at dawn, dusk and night. Carry a flashlight when walking in the dark.

 ●Allow extra time and distance for a vehicle to stop in inclement weather.

●Do not let umbrellas or jacket hoods block your view of approaching traffic.

Tired drivers are not as focused and while there is more daylight, they are still at risk of being distracted. First responders, construction workers and people stranded with a breakdown on the side of the road are vulnerable to drivers who are not paying attention and are at a greater risk of being hit.

●It's not just tow providers and other emergency responders being killed on the side of the road. Since 2015, over 1,600 people have been struck and killed while outside of a disabled vehicle.

To protect roadside workers, drivers stranded with a breakdown, and others, AAA offers these tips:

●Remain alert, avoid distractions and focus on the task of driving.

●Keep an eye out for situations where emergency vehicles, tow trucks, utility service vehicles, or disabled vehicles are stopped on the side of the road.

●When you see these situations, slow down and if possible move one lane over and away from the people and vehicles stopped at the side of the road.

Since Daylight Saving brings more hours of light, drivers may not use their headlights as often. But when they do, a lack of visibility at night can make for unsafe driving conditions. Changing the clocks is a good reminder to check the conditions of your headlights.

●With 50% of crashes occurring at night, drivers should check their headlights for signs of deterioration and invest in new headlights or, at a minimum, a low-cost headlight cleaning and restoration to boost the safety of driving after dark. Headlights can show signs of deterioration after three years but most commonly by Year 5.

●AAA suggests drivers check their headlights for changes in appearance such as yellowing or clouding. If the bulb is difficult to see, it is time to have the lens replaced or restored as soon as possible. Replacement and restoration services are available at most repair shops, including&nbsp;AAA approved auto repair&nbsp;facilities. Do-it-yourself restoration offers some savings for consumers, is relatively simple, and provides a sufficient improvement in light output. Make sure headlights are correctly re-aimed to maximize forward lighting performance and minimize glare to oncoming and preceding drivers.

Pulling into a rest stop and taking a quick catnap ― at least 20 minutes and no more than 30 minutes of sleep ― can help to keep you alert on the roadsSchool safetyLosing an hour over the weekend may make drivers feel foggy for the Monday morning commute.&nbsp;The morning commute for several weeks to come, will be much darker than what drivers have been used to in the last few weeks.&nbsp;It’s important for drivers to be alert and remember that children will be on their way to school and may be hard to see. Seventy-five percent of pedestrian fatalities happen when it’s dark, according to&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2c75%404-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=517017&amp;Action=Follow+Link" target="_blank">findings</a>&nbsp;from the Governor’s Highway Safety Association (GHSA) released in 2021.&nbsp;AAA recommends the following:●Slow down. Speed limits in school zones are reduced for a reason. A pedestrian struck by a vehicle traveling at 25 mph is nearly two-thirds less likely to be killed than a pedestrian struck by a vehicle traveling just 10 mph faster.●Stay alert. Drivers should always avoid distractions while driving, but it’s particularly important in school zones and residential neighborhoods.●Headlights. Turn on the vehicle’s daytime running lights or headlights—even during the day—so children and other drivers can see you more easily. But, don’t forget to turn them off when you reach your destination to maintain your battery life.Tips for pedestrians:●While walking, pocket the cell phone and avoid listening to music/audio player at a volume that prohibits you from hearing approaching danger. ●Cross at intersections or crosswalks - not in the middle of the street or between parked cars.&nbsp; Do not jaywalk.●Avoid walking in traffic where there are no sidewalks or crosswalks. If you have to walk on a road that does not have sidewalks, walk facing traffic.●Evaluate the distance and speed of oncoming traffic before you step out into the street.●Wear bright colors or reflective clothing if you are walking near traffic at dawn, dusk and night. Carry a flashlight when walking in the dark. ●Allow extra time and distance for a vehicle to stop in inclement weather.●Do not let umbrellas or jacket hoods block your view of approaching traffic.Slow Down Move OverTired drivers are not as focused and while there is more daylight, they are still at risk of being distracted. First responders, construction workers and people stranded with a breakdown on the side of the road are vulnerable to drivers who are not paying attention and are at a greater risk of being hit.●It's not just tow providers and other emergency responders being killed on the side of the road. Since 2015, over 1,600 people have been struck and killed while outside of a disabled vehicle.To protect roadside workers, drivers stranded with a breakdown, and others, AAA offers these tips:●Remain alert, avoid distractions and focus on the task of driving.●Keep an eye out for situations where emergency vehicles, tow trucks, utility service vehicles, or disabled vehicles are stopped on the side of the road.●When you see these situations, slow down and if possible move one lane over and away from the people and vehicles stopped at the side of the road.HeadlightsSince Daylight Saving brings more hours of light, drivers may not use their headlights as often. But when they do, a lack of visibility at night can make for unsafe driving conditions. Changing the clocks is a good reminder to check the conditions of your headlights.●With 50% of crashes occurring at night, drivers should check their headlights for signs of deterioration and invest in new headlights or, at a minimum, a low-cost headlight cleaning and restoration to boost the safety of driving after dark. Headlights can show signs of deterioration after three years but most commonly by Year 5.●AAA suggests drivers check their headlights for changes in appearance such as yellowing or clouding. If the bulb is difficult to see, it is time to have the lens replaced or restored as soon as possible. Replacement and restoration services are available at most repair shops, including&nbsp;AAA approved auto repair&nbsp;facilities. Do-it-yourself restoration offers some savings for consumers, is relatively simple, and provides a sufficient improvement in light output.
