SEDGWICK COUNTY —Law enforcement authorities investigating a bank robbery have a suspect in custody.

The Wichita Police Department has arrested 55-year-old Roland Vandenberg of Wichita on a robbery charge stemming from an investigation of a bank robbery that occurred Thursday in the 4800 block of S. Broadway.

Just after 1p.m. Thursday, police were dispatched to a bank robbery in the 4800 block of S. Broadway in Wichita, according to Officer Trevor Macy.

Officers learned that a male suspect had entered the bank, demanded money, then left the bank northbound on Broadway. 

Officers located a man matching the suspect description in the area. He was identified as 55-year-old Roland Vandenberg of Wichita.&nbsp; Police <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20073955">booked him into </a>the Sedgwick County Jail on a requested charge of robbery.

Just after 4:30p.m. Monday, police arrested 51-year-old Shannon Wilson at his home in Wakefield, according to&nbsp;Steve Elstrom, Director of Public Affairs with Fort Riley.

Wilson was booked into the Clay Co. Jail on a requested charge of domestic battery, according to the sheriff's department and is no longer in custody, according to online jail records.

Wilson has been employed as a Department of the Army Civilian employee since 2014. He has been Deputy Chief since 2016. 

During the investigation, Wilson has been assigned duties without law enforcement authority.

Fort Riley Deputy Chief of Police accused of domestic battery

A changing-of-the-guard will take place at Tony’s Pizza Events Center in June as OVG360 (formerly Spectra Venue Management) announces two internal promotions.

Kasey Hanney, has been named general manager at Tony’s Pizza Events Center, effective Monday.

Hanney joined TPEC in 2019 as the events manager, and was promoted to director of events in July 2020. In that role, she has increased convention booking sales and worked to streamline processes for both conventions and ticketed events. Previous to TPEC, Hanney was the premium events manager at Sporting Kansas City, and general manager of a local restaurant for six years.

“It has always been my dream to become a general manager of a venue, especially one with so much potential for growth,” said Hanney. “As I move forward in the role of general manager, I can say that I am deeply grateful and proud to represent a strong brand like OVG360, and excited to lead the amazing team at Tony’s Pizza Events Center.”

Outgoing Tony’s Pizza Events Center General Manager Susan Trafton&nbsp; has accepted the position of assistant general manager at the Budweiser Events Center, effective June 20. The Budweiser Events Center at The Ranch Events Complex, located in Loveland, Colorado, is a 7,200 seat multi-purpose venue, which opened in September 2003, and is home to the Colorado Eagles, of the American Hockey League. The arena, which is owned by Larimer County, is a multipurpose facility which hosts hockey, basketball, football, family shows, rodeos, diverse concerts, and trade shows. 

Trafton, who was the director of sales &amp; marketing, was promoted to general manager at TPEC in 2018. She has helped attract new touring content, conventions and trade shows to Salina, oversaw multiple remodeling projects, and helped secure two naming rights sponsorships for the facility.

“I’m so grateful for this opportunity to grow within OVG and move to a bigger market,” said Trafton.

“However, I would be remiss if I didn’t say it is a little bittersweet. Salina is a wonderful community and I truly appreciate all the support I have received while working here. I am so proud of what our team has accomplished and will continue to support them in years to come.”

Sarah Keck is the new arts education coordinator for Salina Arts &amp; Humanities.

A native of Altamont, Mo., Keck most recently lived and worked in Kansas City, Kan. She worked as a graduate assistant in the Kenneth J LcBudde Collections Department of the Miller Nichols Library and as a host coordinator for music festivals held on campus. She also has taught middle and high school instrumental music while being an active low-brass clinician and private studio instructor within the Kansas City area.

“My experience coming from a small community and working in a city supported by a family of musicians and educators allowed me to see the impact of accessible opportunities within the arts. I look forward to bringing these combined interests and experiences to serve the community of Salina,” Keck said.

Keck holds a bachelor’s degree in music education with a K-12 certification from the UMKC Conservatory and will complete her master's degree in performance at the UMKC Conservatory this summer.

“Sarah’s experience in the classroom as a music educator and her work in coordinating events makes her an excellent choice for the Arts &amp; Humanities staff,” said Brad Anderson, Salina Arts &amp; Humanities executive director. “She will be a tremendous resource for teaching artists, musical performers, and the community.”

As of Wednesday, Keck will oversee the Smoky Hill River Festival’s Entertainment selection, booking, and scheduling. She will also oversee the Arts Infusion Program in local schools and serve as the staff liaison for Friday Night Live entertainment and activities.

JACKSON COUNTY—Law enforcement authorities are investigating a Texas woman on drug charges after a traffic stop.

Just before 4a.m. Sunday,&nbsp; a sheriff’s deputy stopped a Honda passenger car near 142nd and U.S. Highway 75 for a traffic infraction, according to Sheriff Tim Morse.

The driver, Megan Michelle Brown, 26, of Dallas, Texas was arrested and booked into the Jackson County Jail on requested charges of cocaine and possession of a hallucinogenic drug.

SEDGWICK COUNTY —Law enforcement authorities investigating a shooting at a weekend graduation party that fatally injured 17-year-old Boisy D. Barefield of Wichita followed by a fatal hit and run crash have identified the victim the girl who died as 15-year-old&nbsp; Jaxson Hunt of Wichita, according to Office Paul Cruz.

Just before 11:30 p.m. Saturday, police were dispatched to a shooting at The Banquet Hall located in the 3100 block of East 25th&nbsp;Street in Wichita, according to Officer Paul Cruz.

 Upon arriving at the scene, they located Boisy inside with a gunshot wound. EMS transported Boisy to an area hospital where he died from his injuries.

The initial investigation revealed there was a graduation party with several people in attendance. During the party, a disturbance ensued between two groups that led to shots being fired striking Boisy.

Hunt was fleeing the gunfire at the party and was struck at the intersection of 25th&nbsp;Street North and Estelle, by 18-year-old Samara Rockmore, who fled the pedestrian accident in her vehicle. 

EMS transported the 15-year-old girl to an area hospital where she later died from her injuries, according to Cruz.

Rockmore was later located and arrested and booked for felony hit and run.&nbsp;

Investigators are still trying to determine what led up to the shooting. Lack of cooperation has made the investigation difficult to determine all the details of the case, according to Cruz.

 The driver of the vehicle, Jamie D. Perron, 50, of Topeka was arrested and booked into the Jackson County Jail on requested charges that include possession of methamphetamine, possession of a hallucinogenic drug and possession of drug paraphernalia.

The passenger, Stephenie Lee Anne Wagner, 29, of Topeka, was arrested and booked into the Jackson County Jail on requested charges of possession of methamphetamine and possession of drug paraphernalia.

Kansas deputies catch couple transporting meth

On Tuesday, <a href="https://www.dannycaine.com/" target="_blank">Danny Caine</a>
 was in Bayfield, Wisconsin, for a spring meeting of the Midwest 
Independent Booksellers when he heard the news: Publishers Weekly named 
the <a href="https://www.ravenbookstore.com/" target="_blank">Raven Book Store</a> as Bookstore of the Year.

“It
 was a thrill,” said Caine, co-owner of the store and author of the book
 “How to Resist Amazon and Why” and three collections of poetry. 

“I'm up here surrounded by the bookstore community, which is wonderful,” he said.

Publishers Weekly <a href="https://www.publishersweekly.com/pw/by-topic/industry-news/bookselling/article/88765-pw-bookstore-rep-finalists-announced.html" target="_blank">announced the five finalists</a>
 in March, saying they “are not only beloved by writers and the 
publishing community but also play a significant role in their 
communities.”

During a virtual awards ceremony, Caine accepted the
 award on a split-screen with some of the Raven’s other co-owners in 
Lawrence, Kansas.

“This is the biggest book industry trade 
publication saying we're the country's bookstore of the year. That’s 
enough for us,” he said. “The real reward is getting to do this work 
with this team and trying to make our bookstore — and perhaps the world —
 a better place.”

According to Publishers Weekly, members of the 
book industry, including authors, publishing professionals, and other 
booksellers, stated that “with creativity and panache” the Raven 
“supported authors and books during the pandemic ... in fact, sustained 
the indie bookstore industry.”

The Raven (named after the <a href="https://www.poetryfoundation.org/poems/48860/the-raven" target="_blank">Edgar Allan Poe poem</a>)
 first opened in 1987 in downtown Lawrence, specializing in mystery 
books. It morphed into a more general interest store after Caine bought 
it in 2017. Last year it moved into a larger space at 809 Massachusetts 
St.

Along with a new location, Caine also shares ownership of the store with his staff.

“In
 January, I sold about half the store to seven employees. So we’ve got 
seven employee-owners now in addition to me,” he said. “That's been 
really interesting and wonderful to try out the employee-owned model and
 just to try out a little bit more equitable of a structure for our 
business.”

He added, “It just feels like an exciting way to take 
the store into the future and try to retain employees and help people 
start a career in the book business if they want to. It’s been really 
meaningful and rewarding for me — and I’m sure for all the other new 
owners, too."

In the years following the bitter Civil War, a former Union general 
took a holiday originated by former Confederates and helped spread it 
across the entire country.

The holiday was Memorial Day, an annual commemoration was born in the
 former Confederate States in 1866 and adopted by the United States in 
1868. It is a holiday in which the nation honors its military dead.

<a target="_blank" href="https://armyhistory.org/general-john-a-logan-memorial-day-founder/">Gen. John A. Logan</a>, who headed the largest Union veterans’ fraternity at that time, the&nbsp;<a target="_blank" href="https://www.loc.gov/rr/main/gar/garintro.html">Grand Army of the Republic</a>, is usually credited as being the originator of the holiday.

Yet when General Logan established the holiday, he acknowledged its 
genesis among the Union’s former enemies, saying, “It was not too late 
for the Union men of the nation to&nbsp;<a target="_blank" href="https://archive.org/details/reminiscencesas02logagoog">follow the example</a>&nbsp;of the people of the South.”

I’m a scholar who has written — with Daniel Bellware — a <a target="_blank" href="https://books.google.com/books/about/The_Genesis_of_the_Memorial_Day_Holiday.html?id=jdIArgEACAAJ">history of Memorial Day</a>.
 Cities and towns across America have for more than a century claimed to
 be the holiday’s birthplace, but we have sifted through the myths and 
half-truths and uncovered the authentic story of how this holiday came 
into being.

During 1866, the first year of this annual observance in the South, a
 feature of the holiday emerged that made awareness, admiration and 
eventually imitation of it spread quickly to the North.

During the inaugural Memorial Day observances which were conceived in&nbsp;<a target="_blank" href="https://www.nps.gov/ande/learn/historyculture/flowersforjennie.htm">Columbus, Georgia</a>,
 many Southern participants — especially women — decorated graves of 
Confederate soldiers as well as, unexpectedly, those of their former 
enemies who fought for the Union.

Shortly after those first Memorial Day observances all across the 
South, newspaper coverage in the North was highly favorable to the 
ex-Confederates.

“The action of the ladies on this occasion, in burying whatever 
animosities or ill-feeling may have been engendered in the late war 
towards those who fought against them, is worthy of all praise and 
commendation,”&nbsp;<a target="_blank" href="https://sites.google.com/site/gardinerphd/daily-national-intelligencer">wrote one paper</a>.

On May 9, 1866, the&nbsp;<a target="_blank" href="https://www.newspapers.com/image/71039330/">Cleveland Daily Leader</a>
 lauded the Southern women during their first Memorial Day:&nbsp;“The act was
 as beautiful as it was unselfish, and will be appreciated in the 
North.”

<a target="_blank" href="http://sites.google.com/site/gardinerphd/new-york-commercial-advertiser">The New York Commercial Advertiser</a>,
 recognizing the magnanimous deeds of the women of Columbus, Georgia, 
echoed the sentiment. “Let this incident, touching and beautiful as it 
is, impart to our Washington authorities a lesson in conciliation.”

To be sure, this sentiment was not unanimous. There were many in both parts of the U.S. who had no interest in conciliation.

But as a result of one of these news reports,&nbsp;<a target="_blank" href="http://www.nycourts.gov/history/legal-history-new-york/history-legal-bench-court-appeals.html?http://www.nycourts.gov/history/legal-history-new-york/luminaries-court-appeals/finch-francis.html">Francis Miles Finch</a>, a Northern judge, academic and poet, wrote a poem titled “<a target="_blank" href="http://www.civilwarhome.com/blueandgray.html">The Blue and the Gray</a>.” Finch’s poem quickly became&nbsp;<a target="_blank" href="https://babel.hathitrust.org/cgi/pt?id=hvd.32044097054316;view=1up;seq=5">part of the American literary canon</a>.&nbsp;<a target="_blank" href="https://archive.org/details/historicalreadi00hanigoog">He explained</a> what inspired him to write it:

“It struck me that the South was holding out a friendly hand, and 
that it was our duty, not only as conquerors, but as men and their 
fellow citizens of the nation, to grasp it.”

Finch’s poem seemed to extend a full pardon to the South: “They 
banish our anger forever when they laurel the graves of our dead” was 
one of the lines.

Almost immediately, the poem circulated across America in books, 
magazines and newspapers. By the end of the 19th century, school 
children everywhere were required to memorize Finch’s poem. The&nbsp;<a target="_blank" href="https://www.theatlantic.com/national/archive/2015/03/the-blue-and-the-gray/388511/">ubiquitous publication of Finch’s rhyme</a>&nbsp;meant
 that by the end of 1867, the southern Memorial Day holiday was a 
familiar phenomenon throughout the entire, and recently reunited, 
country.

General Logan was aware of the forgiving sentiments of people like Finch. When&nbsp;<a target="_blank" href="http://suvcw.org/logan.htm">Logan’s order establishing Memorial Day</a> was published in various newspapers in May 1868, Finch’s poem was sometimes appended to the order

It was not long before Northerners decided that they would not only 
adopt the Southern custom of Memorial Day, but also the Southern custom 
of “burying the hatchet.” A group of Union veterans explained their 
intentions&nbsp;<a target="_blank" href="http://sites.google.com/site/gardinerphd/salem-register">in a letter</a> to the Philadelphia Evening Telegraph on May 28, 1869:

“Wishing to bury forever the harsh feelings engendered by the war, 
Post 19 has decided not to pass by the graves of the Confederates 
sleeping in our lines, but divide each year between the blue and the 
grey the first floral offerings of a common country. We have no 
powerless foes. Post 19 thinks of the Southern dead only as brave men.”

Other reports of reciprocal magnanimity circulated in the North, including the gesture of a 10-year-old who&nbsp;<a target="_blank" href="https://www.nps.gov/ande/learn/historyculture/flowersforjennie.htm">made a wreath of flowers</a>
 and sent it to the overseer of the holiday, Colonel Leaming, in 
Lafayette, Indiana, with the following note attached, published in The 
New Hampshire Patriot on July 15, 1868:

“Will you please put this wreath upon some rebel soldier’s grave? My 
dear papa is buried at Andersonville, (Georgia) and perhaps some little 
girl will be kind enough to put a few flowers upon his grave.”

President Abraham Lincoln’s wish that there be “malice toward none” 
and “charity for all” was visible in the magnanimous actions of 
participants on both sides, who extended an olive branch during the 
Memorial Day observances in those first three years.

Although not known by many today, the early evolution of the Memorial
 Day holiday was a manifestation of Lincoln’s hope for reconciliation 
between North and South.

Commentary: The forgotten history of Memorial Day

 </figure>SEDGWICK COUNTY —Law enforcement authorities are investigating a shooting that fatally injured 17-year-old Boisy D. Barefield of Wichita, and a hit and run that fatally injured 15-year-old female of Wichita.At approximately 11:20 p.m. Saturday, police were dispatched to a shooting at The Banquet Hall located in the 3100 block of East 25th&nbsp;Street in Wichita, according to Officer Paul Cruz. Upon arriving at the scene, they located Boisy inside with a gunshot wound. EMS transported Boisy to an area hospital where he died from his injuries.The initial investigation revealed there was a graduation party with several people in attendance. During the party, a disturbance ensued between two groups that led to shots being fired striking Boisy. A 15-year-old girl who was fleeing the gunfire at the party was struck at the intersection of 25th&nbsp;Street North and Estelle, by 18-year-old Samara Rockmore, who fled the pedestrian accident in her vehicle. EMS transported the 15-year-old girl to an area hospital where she later died from her injuries, according to Cruz.Rockmore was later located and arrested and booked for felony hit and run.&nbsp;Investigators are still trying to determine what led up to the shooting. Lack of cooperation has made the investigation difficult to determine all the details of the case, according to Cruz.

Never did I think I would be diagnosed with a mental illness, let alone schizophrenia.“Schizophrenia?!” I thought to myself when they told my mom and me at the psychiatric hospital in the cold winter of 1994. I thought they were telling me I was stupid and not smart anymore. I thought they were telling me I would never amount to anything and I might as well just roll over and die.Unfortunately, too many folks end up thinking similar thoughts when they or a loved one is diagnosed with a serious mental illness. It can happen to anyone. I have a good friend who has schizophrenia who attended Mount Holyoke and received a bachelor’s degree in political science and an M.B.A. from Baker. Her dad was a doctor and they were a close family.Yes, mental illness can happen to anyone.So much of the time, however, we only hear about mental health when a shooting happens or something else that is terrible and disturbing. Words like “nutcase” or “psycho” or “crazy” or “schizo” are often used to describe someone who is a bad person.<figure>

 </figure>I was filmed in a national documentary several years ago, and the psychologist in the short film, Xavier Amador, is consulted by many powerful organizations and law enforcement to discuss people who end up doing things when they were psychotic.Amador, who taught at Columbia and travels the world to speak to professionals about communicating with people with mental illness, is a true advocate of the mentally ill. He was Bethenny Frankel’s counselor in New York City. He also had a brother with schizophrenia who he talks about in his book, “I’m Not Sick, I Don’t Need Help.” He helps people learn how to help their loved one accept treatment even when they don’t think they have a problem.So many hot topics in today’s society relate to mental health and its challenges — from health insurance, like Medicaid, to housing, to law enforcement, to stigma, to family support. My mom, Claire, helps teach a family support group for our local NAMI, the National Alliance on Mental Illness. The other three ladies who guide the group are brave and compassionate. That is just what it takes to deal with the issues and challenges that those with mental illness present. Mental illness is not a bad behavior or a sin: It is a chemical imbalance in the brain. And yes, the brain is a physical part of the body. It’s all connected.Valeo CEO Bill Persinger has one of the biggest jobs in Topeka trying to figure out how to help people in need, many of whom arrive at Valeo underinsured or not insured at all. With the implementation of KanCare, the three managed-care companies that make up Kansas Medicaid, many behavioral health care providers have had to rise to the immense and incredible challenge of dealing not with one managed care company, but three. Medicaid cuts haven’t been kind to providers either.Housing is another huge issue that affects too many with serious mental health challenges. Breakthrough House, another Topeka nonprofit organization, offers several group homes, but what is really needed is about 25 group homes.Breakthrough House staff does their best to try to help individuals find shelter. They also have a clubhouse in the former Social Security building downtown where clients can come for meals and support. They help them get housing, help them in their pursuit of finding a job or going back to school, or volunteering.The third program is a financial management service where the clients get help paying their rent and other bills. Financial abuse is a huge issue as well for folks with mental illness. Too often they are taken advantage of and misused. I have two friends who have boyfriends who use them for their money and their family’s money.Recent news about Brittney Spears’ situation has raised the subject of guardianship or conservatorship, which is when a person with mental illness has someone who makes financial and other types of decisions for them. These relationships can too often become abusive.Another important issue is law enforcement and how the police respond to mental health crisis. Many police departments have Crisis Intervention Team officers who have been trained in learning how to respond to these situations.&nbsp;I have spoken at the annual Topeka CIT Training and showed the documentary I was in for the past eight years, except last year. Too often, across the nation, officers don’t understand how to communicate with these folks in need and in crisis. The Topeka Police Department does a great job, however.So, is there recovery for people with mental illness? I am a firm believer in recovery, but it is more of a recovery journey, not a destination, because there is no cure or magical healing. I continue to share because without talking about mental illness and its challenges, there can be no understanding of how to offer help and hope.Since it is Mental Health Awareness Month, every one of us needs to ask ourselves, “How can I reach out to those in need? How can I help end stigma and start the conversation regarding mental illness?”By starting a conversation in one’s family or at a coffee shop with friends or anywhere else, one can dare to care and dare to offer a glimmer of hope. There is hope. There is a way to recovery. We just need to open our eyes and be brave. We need to reach beyond our comfort zone, and take a step outside our door into the big world of knowledge and compassion.Rebecca Lyn Phillips is a published author, speaker and mental health advocate.
