WICHITA, KS — Kevin Buggs, 56, of Wichita, pleaded guilty on Friday to one count of voluntary manslaughter in connection with the June 2026 death of Stevie Young, and one count of involuntary manslaughter in connection with the September 2024 death of Ronnie Wallace.
The plea was entered before Sedgwick County District Judge Jeffrey Goering.
In June police were dispatched to a shooting with injuries call in the 400 block of North Market Street in Wichita, according to a media release.
First responders found 59-year-old Stevie Young inside his car, suffering from a gunshot wound. EMS began lifesaving measures and transported him to a local hospital in critical condition, but he was pronounced dead..
Preliminary investigations indicate that Young arrived at the location with the gunshot wound. Investigators used every tool available to the department to determine what led up to this shooting. Police booked 56-year-old Kevin Buggs in the Sedgwick County Jail in connection with the crime, according to county arrest records.
In September of 2024, police were dispatched to a report of a shooting in the 600 block of N. Topeka in Wichita.
First responders located a Wallace lying in a parking lot with a fatal gunshot wound. He was transported to an area hospital where he was pronounced deceased.
Sentencing is scheduled for October 29, 2026.
The case was prosecuted by Assistant District Attorney Justin Edwards and Assistant District Attorney Shandee Porter.
