Police free woman, arrest Kansas man after 5-hour standoff

SHAWNEE COUNTY—Law enforcement authorities are investigating a suspect on multiple charges after a standoff at a Kansas home.

Just before 6p.m. Tuesday, police were dispatched to a Domestic Disturbance at a home in the 600 block of NW Grant Street, according to SGT Shawn Doiron. Upon arrival, officers learned a woman was being held in the residence against her will by a man who was armed with knife.

First responding officers were able to free the woman and determined the man identified as 35-year-old Dustin Franklin also had felony warrants for his arrest out of Shawnee County.

Franklin had barricaded himself inside of the residence. The Topeka Police Response Team and Crisis Negotiators responded to the scene. After several hours of negotiation, approximately 10:50 p.m., the Response Team made entry into the residence and took him into custody without incident.

The suspect, Dustin Franklin a 35 year old black male, was transported to the Shawnee County Department of Corrections and is being held on requested charges of aggravated domestic battery, Domestic battery; Knowing or reckless bodily harm to family/person in dating relationship criminal restraint and interference with law enforcement, according to online jail records.
