Kan. teen accused in deadly shooting while under the influence

SHAWNEE COUNTY —Law enforcement are investigating a fatal shooting at a convenience store in Topeka have identified the victim as 24-year-old  Oscar A. Ramirez of Topeka, according to Topeka Police Lt. LT Donna Eubanks.

Just after 3:00 a.m. Thursday, police responded to a shooting at the Kwik Shop gas station, 746 NE Wabash Avenue in Topeka, according to Topeka Police Lt. Edward Stanley. First responders located Ramirez with life threatening injuries.  Medical personnel pronounced him deceased on scene. 

As a result of the investigation, Caleb E Brown, 19, Topeka was transported to the Shawnee County Department of Corrections and is being held on requested charges of Voluntary manslaughter, Unreasonable belief of justified deadly force, Possession of a firearm while under the influence of alcohol or drugs

This is the city’s 4th homicide investigation of 2025, according to Stanley.
