Buy one Hour, Get one Hour Free Parking when you purchase on an app

Download the Park Mobile or Pay by Phone app and get one-hour free parking each day with the purchase of one hour of parking on public streets and public parking lots. The free hour is part of the purchase of the first hour. That means you get a total of two consecutive hours when you pay for one hour. The free hour is not transferable to a different time. This promotion can be redeemed from July 1, 2025, through August 1, 2025. This promotion is only available on the Park Mobile and Pay by Phone apps within the downtown paid parking boundaries. Public garages are not eligible for the buy one hour get one-hour free parking promotion.

Why Paid Parking?

The city council paused the implementation of the paid parking program in downtown in August of 2024 to gather more community feedback. Extensive public engagement occurred over the next several months and the city council voted to move forward with a modified paid parking program on December 17, 2024.

Parking Fund

  1. The parking fund has been declining for years.
  2. If something didn't change, the general fund (property tax) would have had to subsidize the parking program.
  3. By implementing a paid parking system, the parking fund will be supported by all users including out of town visitors instead of local taxpayers.
  4. A replenished parking fund will pay for deferred maintenance.

Safety

  1. As the parking fund replenishes, safety features will be added.
  2. Lighting and security cameras will be enhanced.
  3. Limits loitering.

Economic Development

  1. Paid parking limits cars parked in front of businesses for long periods of time. This allows parking to be available for more patrons of that business.
  2. It maximizes the use of a parking space by moving cars along, encouraging more movement downtown.
  3. It allows people to find convenient parking spaces.
  4. Reduces congestion.
  5. Accommodates new developments and growth.
  6. Enables consumer choice.
