Alleged theft from city of Emporia led detectives beyond Kansas

LYON COUNTY —Law enforcement authorities are investigating a former city of Emporia employee on multiple allegations.

On April 16, a criminal investigation began after Emporia Police were notified of suspicious activity on City property, according to Emporia Police Captain Lisa Hayes.

The case led detectives to other parts of Kansas and as far away as Iowa. Ultimately, detectives found probable cause to believe Wiggins engaged in Felony Theft against the City of Emporia.

Following Wiggins' arrest, Emporia Police were notified Wiggins was no longer employed with the City of Emporia.  He had been the city Public Works Department Underground Utilities supervisor since 2020, according to the city website.

The City of Emporia has cooperated with the investigation. Wiggins remains jailed with no bond, according to online jail records.

Formal charges are pending review by the Lyon County Attorney's Office.
