
KANSAS CITY —A Kansas man is facing charges in connection with a fatal shooting at a Kansas City casino parking garage last month.

Grant M. Lubin, 26, faces 2nd Degree Murder and Armed Criminal Action, according to Jackson County Prosecutor Melesa Johnson.
On May25, Kansas City police responded to a reported shooting inside a parking garage Bally's Casino in 1800 block of E Front Street Street and located the victim, identified as 45-year-old Richard Miller, suffering from apparent gunshot wounds. He was taken to a nearby hospital where he was declared deceased.
According to court records, surveillance video captured the moments leading up to the shooting. Miller and two individuals were leaving the casino through the parking garage when they crossed paths with Lubin and two others heading into the casino. A verbal confrontation began when one of the individuals with Lubin approached the victim.
During that exchange, Lubin ran to a nearby vehicle and returned with a firearm tucked into the front of his pants.
The confrontation escalated into a physical fight, when an individual from Lubin’s group punched the victim. Another individual from the Lubin’s group also began a fight with an individual in the victim’s group. As the victim intervened, Lubin pulled out his firearm and pointed it at the victim and another member of the victim’s group. The victim turned and began walking toward his vehicle. Lubin fired, striking the victim.
Lubin and individuals in his group then left the scene.
A Jackson County judge set the Lubin’s bond at $100,000 cash only.
