Kansas man convicted of stalking is accused of it again

ATCHISON COUNTY —A Kansas man is back on jail again for alleged stalking.

On Tuesday, police arrested 34-year-old Howard L. Hooper IV of Atchison on a District Court warrant for stalking and violation of a protective order, according to Atchison Police Chief Mike Wilson.

In December of 2020, Hooper was jailed on requested charges of stalking, harassment by phone and violation of a protection order, according to online jail records. 

Hooper has been in custody over two dozen times since 2007 and convicted for stalking, criminal threat and violation of a protection order, according to the Kansas Department of Corrections.
