LAS VEGAS (AP) — NCAA President Charlie Baker is asking members to make one of the most dramatic shifts in the history of college sports by allowing highly resourced schools to pay some of their athletes.

<a href="https://x.com/ralphDrussoAP/status/1732053828382695564?s=20">In a letter sent</a>&nbsp;to more than 350 Division I schools Tuesday, Baker said he wants the association to create a new tier of NCAA Division I sports where schools would be required to offer at least half their athletes a payment of at least $30,000 per year through a trust fund.

Baker also proposed allowing all Division I schools to offer unlimited educational benefits and enter into name, image and likeness licensing deals with athletes.

He said the disparity in resources between the wealthiest schools in the top tier of Division I called the Football Bowl Subdivision and other D-I members — along with the hundreds of Division II and III schools — is creating “a new series of challenges.”

“The challenges are competitive as well as financial and are complicated further by the intersection of name, image and likeness opportunities for student-athletes and the arrival of the Transfer Portal,” wrote Baker, the former Massachusetts governor who&nbsp;<a href="https://apnews.com/article/ncaa-president-championships-transgender-60ce6172d9fb317a02b3a7e93db457da">took over at the NCAA in March.</a>

Division I is currently divided for football into the FBS, which has 133 schools, and FCS (Football Championship Subdivision).

Baker's proposal is aimed at creating a new subdivision, covering all sports, where the richest athletic departments in the so-called Power Five conferences — the Big Ten, Southeastern Conference, Big 12, Atlantic Coast Conference and Pac-12 — can operate differently than the rest.

<a href="https://apnews.com/article/acc-conference-realignment-expansion-stanford-cal-smu-95e7d6f990dd35a638f9bef72fe96ee7">Conference realignment starting in 2024</a>&nbsp;will move the Pac-12 out of that group.

The proposed shift would not require all members of a conference to be part of the new subdivision. Schools would be allowed to make that determination individually.

Baker noted athletic budgets in Division I range from $5 million and $250 million annually, with 59 schools spending over $100 million annually and another 32 spending over $50 million. He said 259 Division I schools, however, spend less than $50 million on their athletic programs.

Baker said the difference in the way schools that participate in revenue-generating college sports such as major college football and basketball operate and the vast majority of college sports is complicating attempts to modernize the entire enterprise.

“The contextual environment is equally challenging, as the courts and other public entities continue to debate reform measures that in many cases would seriously damage parts or all of college athletics,” he wrote.

<a href="https://apnews.com/article/ncaa-nil-charlie-baker-hearing-senate-83ed8f9e1fb267db1ce5e24d6b79617a">Baker and college sports leaders have been pleading with Congress</a>&nbsp;to help the NCAA with a federal law to regulate the way athletes can be paid for NIL deals.

“I am 100% supportive of your efforts. Intercollegiate Athletics needs the proactive and forward thinking you are providing,” Ohio State athletic director Gene Smith said in a post on social media platform X.

Smith oversees one of the largest athletic departments in the country with operating expenses of above $225 million annually.

The NCAA is also facing&nbsp;<a href="https://apnews.com/article/college-athletes-nil-eb702d33a87bca98084ea492eccdf84c">a new round of legal threats</a>&nbsp;that could force its members to share some of the billions in revenue generated by major college football and basketball, along with giving athletes employees status.&nbsp;<a href="https://apnews.com/article/ncaa-lawsuit-house-3c6b373a3c18cd02be0f2f9abcfcfdbf">One antitrust</a>&nbsp;case working its way through federal court could cost the NCAA billions in damages.

Baker called on NCAA member schools to create a new framework to make what he called “fundamental changes.”

“First, we should make it possible for all Division I colleges and universities to offer student-athletes any level of enhanced educational benefits they deem appropriate. Second, rules should change for any Division I school, at their choice, to enter into name, image and likeness licensing opportunities with their student-athletes,” he wrote. “These two changes will enhance the financial opportunities available to all Division I student-athletes.”

Currently, school are allowed — though not required — to provide athletes $5,980 per year in educational benefits under NCAA rules.

Baker said the changes would help level the playing field between men's and women's athletics by forcing schools to abide by gender equity regulations as they invest.

He said schools in a new tier of Division I should be allowed, while staying compliant with Title IX, to “invest at least $30,000 per year into an enhanced educational trust fund for at least half of the institution’s eligible student-athletes.”

A new D-I subdivision should also allow members to create rules unique rules regarding “scholarship commitment and roster size, recruitment, transfers or NIL,” he said.

SEDGWICK COUNTY—Law enforcement authorities are investigating a shooting and asking the public for help to locate&nbsp;Hillard Harper and Jeremy Walker, who were involved, according to a social media report from Wichita Police.

The shooting occurred on December 2, 2023, at 9:29 p.m. in the 2500 block of N. Gentry in Wichita. The victim in this incident sustained a gunshot wound to the abdomen.

Both individuals are wanted for questioning in connection with the shooting. It's also important to note Harper was on pretrial release with an ankle monitor that has now been cut off.

Police: Wanted Kan. shooting suspect cut off ankle monitor

BARTON COUNTY—A Kansas man was injured in an accident just after 8a.m. Monday in Barton County.

According to Barton County Sheriff Brian Bellendir, a 2011 Honda Accord driven by Aaron Gonzales, 19, Kinsley, was eastbound entering a curve on U.S. 56 at Dundee southwest of Great Bend.

The Honda crossed left of center and struck a 2010 Ford F250 Super Duty pulling a trailer and driven by Israel Soto, age 38, Hutchinson.

Upon impact, the Honda traveled several hundred feet east coming to rest in the south ditch. The F250 and trailer jackknifed entering the north ditch.

Gonzales was trapped in the vehicle for approximately 40 minutes while personnel from the Great Bend Fire Department extracted him. Once removed from the vehicle, Gonzales was transported to the Great Bend airport where he was taken by aircraft to a Wichita area hospital with serious injuries.

Soto, as well as two passengers in the F250, sustained minor injuries and were treated at the scene by Great Bend EMS personnel.

The accident investigation closed the roadway for nearly two hours, according to Bellendir.

The Sheriff’s Office was assisted at the scene by the Great Bend Fire Department and EMS service, Kansas Department of Transportation as well as the Kansas Highway Patrol.

Kansas man air-lifted to hospital after 2-vehicle crash

CHASE COUNTY—The Chase County Sheriff's Office is investigating three suspects for an alleged weekend burglary.

Just before 1 p.m. on Saturday, a sheriff's deputy observed what he described as a suspicious vehicle at a former school building at 1st Street and 130th Road in the rural community of Cedar Point, according to a media release.

Deputies determined&nbsp;three people&nbsp;broke into the school, stole items and also allegedly stole&nbsp; from a nearby home.

The deputies arrested two teens and 19-year-old Kadyn Broughman. The teens were booked into juvenile intake. Broughman was being held in the Chase County Detention Center. All three are facing requested charges of burglary, theft and criminal trespass.&nbsp;

KC-area couple charged $58K with stolen credit cards

KANSAS CITY, Kan. –&nbsp;The Kansas Bureau of Investigation (KBI) is investigating an officer-involved shooting that occurred early Monday morning at an apartment complex in Kansas City, Kansas.

Just before 3a.m. Monday, a citizen called 911 to report that someone was shooting outside in the parking lot of an apartment complex near 61st&nbsp;St. and Leavenworth Road. When officers arrived on scene, they observed a man later identified as 21-year-old Dominic A. M. V. Lee of Kansas City, Kansas armed with a rifle leaning out of a window on the second floor of an apartment building. 

Lee pointed the rifle toward a responding officer. A KCKPD officer fired one round in Lee’s direction, striking him in the shoulder.

Officers entered the apartment and took Lee into custody without further incident. EMS responded, and transported him to a Kansas City hospital where he was treated for his injuries. No officers were injured during the incident.

Lee was released from the hospital Monday afternoon, and was immediately arrested on a warrant for aggravated assault of a law enforcement officer and Lee booked into the Wyandotte County Jail.&nbsp;

She was pronounced deceased on scene.The vehicle was described as a newer model, four-door, black BMW with tinted windows and front-end damage. Police have not released the name of the woman who died.

MARION COUNTY —One person died in an accident just before 6:30p.m. Monday in Marion County.

The Kansas Highway Patrol reported a 2001 Ford Mustang driven by Dwayne S.&nbsp;Moenning, 17, Lost Springs, was eastbound on 190th Street at U.S. 77.

The driver failed to stop at a stop sign and struck the trailer of a northbound 2022 Freightliner semi driven by Ahmed M. Jeylani, 31, Plano, Texas.

A passenger in the Ford identified as Brasch, Michelle E Brasch, 18, Hereington, was pronounced dead at the scene and was transported to&nbsp;Yazel-Megli Funeral Home.&nbsp; EMS transported Moenning to Wesley Medical Center. Jeylani was not injured. The occupants of the Ford were not wearing seat belts, according to the KHP.

DAMASCUS —U.S. military officials on Monday reported another attack near a base with U.S. soldiers.

Just after 2 p.m. Sunday, fifteen 122mm rockets originating in Iraq were fired at the U.S. base Rumalyn Landing Zone in Syria, according to the U.S. Central Command.

Combined Joint Task Force – Operation Inherent Resolve located the point of origin with uncrewed ISR assets and passed the location to Iraqi Security Forces who moved to and investigated the site.

A fuel truck modified to launch up to 20 rockets was located at the site.

There were no injuries to U.S. personnel or damage to equipment.

OSAGE COUNTY—Law enforcement authorities are investigating three woman on drug allegations after a traffic stop encounter.

Just before 5 p.m. Saturday, a Sheriff’s Deputy conducted a traffic stop on I-35 in Osage County in for a traffic violation. During the stop, according to Sheriff Chris Wells. The deputy found illegal narcotics.

Deputies took the driver and two passenger into custody.&nbsp;Renee L. Hamm, 37, of Americus is being held on&nbsp; requested charges of Possession of methamphetamine, Possession of drug paraphernalia and an Illegal registration.

&nbsp;Jessica Y. Estrada, 27, of Americus is jailed on a requested charge of Distribution of methamphetamine.

·Ashley A. Martin, 33, of Americus, is in jail on requested charges of Possession of methamphetamine, Possession of drug paraphernalia and Possession of marijuana.

Kansas woman accused of selling  methamphetamine

SHAWNEE COUNTY — Law enforcement authorities are investigating a woman in connection with a vehicle crash shortly before the scheduled Miracle on Kansas Avenue Parade on Friday.

Just after 5 p.m., police responded to a report of a single vehicle crash at the intersection of S. Kansas Ave and SW 6th Street in Topeka, according to Police Lt. Michael Hren.

The driver of the vehicle, later identified as 44-year-old&nbsp; Alyyshia L. Schwanz of Topeka was transported to a local area hospital with minor injuries and later arrested.

Fortunately there was&nbsp; no impact to the parade route and no danger to the public. As a result of the investigation, police arrested&nbsp; Schwanz&nbsp; and booked her into the Shawnee County Department of Corrections on requested charges of Possession of opiate, Driving Under Influence of Alcohol or Drugs, Possession of marijuana, Possession of hallucinogenic drug, Vehicle liability insurance required, Yield emergency vehicle, Improper Driving On Laned Roadway.

As a result of this accident, the eastbound traffic light pole was damaged, and the intersection was shut down until noon Saturday. 

The intersection remains open with temporary stop signs in place until the signal can be repaired.

Kan. woman moved from hospital to jail after crash ahead of parade

WASHINGTON (AP)— The U.S. on Monday said it holds Iran responsible for attacks on civilian and military vessels by Yemen’s Houthis, with National Security Adviser Jake Sullivan saying the U.S. was discussing establishing military escorts for ships in the Red Sea.

“We are in talks with other countries about maritime task force of sorts involving the ships from partner nations alongside the United States in ensuring safe passage,” he told reporters.

The Iranian-backed Houthis claimed attacks on commercial ships and a U.S. warship on Sunday.

Speaking at the White House, Sullivan said the ultimate blame lies with Tehran.

“The weapons here are being supplied by Iran,” Sullivan said. “Iran, we believe, is the ultimate party responsible for this.”

Sullivan said the U.S. does not believe that all three ships struck by the Houthis had ties to Israel.

SEDGWICK COUNTY —Law enforcement authorities are investigating a Wichita Police Department’s Officer involved shooting that occurred Sunday in the 4200 block of E. Gilbert in Wichita, according to Sheriff's Lt. Nathan Gibbs.

Just before 2:30p.m., Sedgwick County 911 received a call of a domestic disturbance in the 4200 block of East Gilbert. While officers were on the way to the call, they learned the man involved in the disturbance was known to carry firearm.

At approximately 2:40p.m., four Wichita Police Officers arrive at the east Gilbert location and encountered Daniel Stowe, a 50-year-old white male from Wichita, according to Gibbs.

Stowe was standing in the street in front of the call location. One officer met with the calling party inside the house while the other officers spoke to Stowe in the street.

One officer learned from the calling party that Stowe had been making suicidal statements. This information was relayed to the officers who were interacting with Stowe. Officers attempted to pat Stowe down for weapons for their safety and the safety of others based on the information he was known to carry firearms and was making suicidal statements.

Stowe was not compliant to the officer’s requests to be patted down. He made statements indicating he intended to escalate the situation despite the officer’s attempts to deescalate the situation.

At 2:42p.m., Stowe drew a Glock handgun from his right hip area and held it down to his side. Officers gave numerous commands for Stowe to “drop the weapon.” At 2:43p.m., Stowe raised the gun with his right hand and pointed it directly at one of the officers. Another officer fired their issued duty weapon four times, striking Stowe one time in the right torso. Stowe fell to the ground and the officers immediately started rendering medical aid until EMS arrived.

He was transported by Sedgwick County EMS to an area hospital where he was pronounced deceased at 3:07p.m. by medical personnel.

Sedgwick County Forensic Investigators recovered a loaded Glock 27 from the scene. This investigation will be presented to the Sedgwick County District Attorney’s Office, according to Gibbs.

TOPEKA — The Kansas congressional delegation flipped on the question of ousting truth-challenged U.S. Rep. George Santos by voting to expel the Republican one month after voting against forcibly removing him from office.

U.S. Rep. Ron Estes, who has served the 4th District of Kansas in the House since 2017, said representing voters in Washington, D.C., was a privilege that could be withdrawn for improper conduct.

“The now-former Representative George Santos’ actions were not only unbecoming of a member of Congress, but the facts reported by the ethics committee point to numerous violations of House rules and federal law, rendering him unfit to serve in this distinguished institution,” Estes said.

He said Santos should have chosen the honorable path by voluntarily stepping down from Congress. He said the bipartisan vote to remove Santos meant New York voters would have an opportunity to choose a replacement.

On Nov. 1, Republican Reps. Tracey Mann of the 1st District, Jake LaTurner of the 2nd District and Estes joined Democratic Rep. Sharice Davids of the 3rd District in Kansas to vote against an effort to strip Santos of his seat. They were part of a majority unwilling at that time to terminate the freshman’s tenure in Congress despite a series of fraud-related federal charges.

The House Ethics Committee released a damaging report in mid-November that concluded Santos sought to “fraudulently exploit” his candidacy for a New York seat in the House. Santos tried to placate colleagues by announcing he wouldn’t seek reelection in 2024, but turned aside demands for his resignation.

That prompted the 311-114 vote Friday rendering Santos the first Republican and sixth member expelled from the House. All four members of the Kansas delegation — Mann, LaTurner, Estes and Davids — voted for expulsion.

The Kansas lawmakers may have helped set a disciplinary precedent in the House because the five previous members removed from office had either been convicted of federal crimes or had supported the Confederacy in the Civil War.

Just before3a.m. Monday, a resident at an apartment complex near 61st and Leavenworth Road called 911 to report an individual firing a gun in the complex parking lot. 

When officers arrived on scene, they encountered a man armed with a rifle and positioned in an open window on the second floor of an apartment building.

The officer fired a single shot striking the suspect in the shoulder. He was then taken into custody and transported to an area hospital.

As per Department policy, this incident is being investigated by the Kansas Bureau of Investigation. Police shot man firing rifle out of Kan. apartment window 

MONTGOMERY COUNTY —Law enforcement authorities are investigating two suspects who were caught in the act of burglary.

On&nbsp;November 30, a property owner south of Independence, Kansas reported to sheriff's officials they were watching on camera as two subjects were actively removing items from their property, according to Sheriff Ron Wade.

Oak Ridge Boys to perform at the Kansas State Fair

WASHINGTON —A mysterious respiratory&nbsp;<a href="https://www.bloomberg.com/news/articles/2023-11-27/china-warns-of-coming-respiratory-surge-after-pneumonia-hit-kids" target="_blank">illness</a>&nbsp;is once again spreading in China.&nbsp; "Until we know more about what could be a new pathogen, the United States must do everything possible to prevent the illness from reaching our shores."

GOP senators call for travel ban from China to stop mystery illness spread

SHAWNEE COUNTY —Authorities are working to determine the cause of a fire at a former Kansas school building.

Just after 8:30 a.m. Saturday, crews from the Topeka Fire Department&nbsp;responded to fire at the former Van Buren School located at 1601 SW Van Buren Street in Topeka, according to spokesperson Gretchen Spiker.

Crews found flames coming from the three-story building. Due to concerns about the structural integrity of the building, crews began a defensive attack and were able to keep the fire contained to the building. 

SW Topeka Blvd. at SW 16th St. was closed for about two hours due to the fire.

Since the initial fire call, crews has responded three more times due to the fire rekindling. As of Monday morning, the fire is out and no injuries have been reported.&nbsp;

The estimated structural and contents losses from the incident are not available. The building had no working smoke detectors.

Air pollution from oil and gas operations can cause cancer, harm the nervous and respiratory systems and contribute to birth defects.

EPA Administrator Michael Regan and White House climate adviser Ali Zaidi announced the final rule at the&nbsp;<a href="https://apnews.com/article/cop28-united-nations-climate-change-dubai-aljaber-543225dd77913eee8ca69bc53ea3da76">U.N. climate conference</a>&nbsp;in the United Arab Emirates. Separately, the president of the climate summit announced Saturday that 50 oil companies representing nearly half of global production have pledged to reach&nbsp;<a href="https://apnews.com/article/climate-changemethanecop28-58c756d843fbc696b28a330295505be7">near-zero methane emissions</a>&nbsp;and end routine flaring in their operations by 2030.

<a href="https://apnews.com/article/kamala-harris-dubai-cop28-climate-change-faa8031d0e41b3b9458eecebf03e564b">Vice President Kamala Harris</a>, the top American representative at the summit, said the U.S. and other nations must act boldly to confront the fallout from climate change.

“The urgency of this moment is clear,” Harris said. “The clock is no longer just ticking. It is banging. And we must make up for lost time.”

The U.S. rule on methane emissions is part of a broader effort by the Biden administration that includes financial incentives to buy electric vehicles and upgrade infrastructure — spending that Harris said will total roughly $1 trillion over 10 years.

Oil and gas operations are the largest industrial source of methane, the main component in natural gas and far more potent than carbon dioxide in the short term. It is responsible for about one-third of planet-warming greenhouse gas emissions. Sharp cuts in methane emissions are a global priority to slow the rate of climate change and are a major topic at the conference, known as COP28.

Presidents, prime ministers and royals from nations rich and poor have vowed to reduce how much their countries spew heat-trapping gases and asked their colleagues to do better.

“On Day One, President Biden restored America’s critical role as the global leader in confronting climate change,'' Regan said, referring to Biden's actions&nbsp;<a href="https://apnews.com/article/joe-biden-executive-orders-b5b409da08e42414b9a12e2c67ee2df6">returning the U.S. to the Paris climate agreement</a>&nbsp;and ordering an immediate review of environmental regulations rolled back by the previous administration.

The methane rule finalizes a proposal Biden&nbsp;<a href="https://apnews.com/article/climate-joe-biden-business-scotland-europe-aa0893a5aaa68f4ec3a431dc2712a587">made at a UN climate conference in Scotland in 2021</a>&nbsp;and expanded&nbsp;<a href="https://apnews.com/article/biden-business-prices-oil-and-gas-industry-climate-environment-3a5b7049478ec7161fcbd18f1ebdb0ba">a year later at a climate conference in Egypt</a>. It targets emissions from existing oil and gas wells nationwide, rather than focusing only on new wells, as previous EPA regulations have done. It also regulates smaller wells that will be required to find and plug methane leaks. Such wells currently are subject to an initial inspection but are rarely checked again for leaks.

Studies have found that smaller wells produce just 6% of the nation’s oil and gas but account for up to half the methane emissions from well sites.

The plan also will phase in a requirement for energy companies to eliminate routine flaring of natural gas that is produced by new oil wells.

The new methane rule will help ensure that the United States meets a goal set by more than 100 nations to cut methane emissions by 30% by 2030 from 2020 levels, Regan said.

The EPA rule is just one of more than 100 actions the Biden administration has taken to reduce methane emissions, Zaidi added.

“From mobilizing billions in investment to plug orphaned wells, patch leaky pipes and reclaim abandoned mines, to setting strong standards that will cut pollution from the oil and gas sector, the Biden-Harris Administration is putting the full throw-weight of the federal government into slashing harmful methane pollution,'' he said.

The new rule will be coordinated with&nbsp;<a href="https://apnews.com/article/inflation-biden-health-seniors-medicare-9c2b70dc2f2d7291acc4292799ff342c">a methane fee</a>&nbsp;approved in the&nbsp;<a href="https://apnews.com/article/technology-science-congress-climate-and-environment-f084d23d61ebb068068d4aa92c82fdbb">2022 climate law.</a>&nbsp;The fee, set to take effect next year, will charge energy producers that exceed a certain level of methane emissions as much as $1,500 per metric ton of methane. The plan marks the first time the U.S. government has directly imposed a fee, or tax, on greenhouse gas emissions.

The law allows exemptions for companies that comply with the EPA’s standards or fall below a certain emissions threshold. It also includes $1.5 billon in grants and other spending to help companies and local communities improve monitoring and data collection, and find and repair natural gas leaks.

Harold Wimmer, president and CEO of the American Lung Association, called the new rule a victory for public health.

“EPA heeded the urgent guidance of health experts across the country and finalized a strong methane rule that, when fully implemented, will significantly reduce hazardous air pollutants and climate-warming methane pollution from the oil and gas industry,'' he said in a statement.

Methane has been shown to leak into the atmosphere during every stage of oil and gas production, Wimmer said, and "people who live near oil and gas wells are especially vulnerable to these exposure risks. This rule (is) vital to advancing environmental justice commitments.''

David Doniger, a climate expert at the Natural Resources Defense Council, called methane a “super-polluter.” He said in an interview that the Biden plan "takes a very solid whack at climate pollution. I wish this had happened 10 years ago (under the Obama administration), but I'm really happy it's happening now.''

It targets emissions from existing oil and gas wells nationwide, rather than focusing only on new wells, as previous EPA regulations have done. It also regulates smaller wells that will be required to find and plug methane leaks. Such wells currently are subject to an initial inspection but are rarely checked again for leaks.Studies have found that smaller wells produce just 6% of the nation’s oil and gas but account for up to half the methane emissions from well sites.The plan also will phase in a requirement for energy companies to eliminate routine flaring of natural gas that is produced by new oil wells.The new methane rule will help ensure that the United States meets a goal set by more than 100 nations to cut methane emissions by 30% by 2030 from 2020 levels, Regan said.The EPA rule is just one of more than 100 actions the Biden administration has taken to reduce methane emissions, Zaidi added.“From mobilizing billions in investment to plug orphaned wells, patch leaky pipes and reclaim abandoned mines, to setting strong standards that will cut pollution from the oil and gas sector, the Biden-Harris Administration is putting the full throw-weight of the federal government into slashing harmful methane pollution,'' he said.The new rule will be coordinated with&nbsp;<a href="https://apnews.com/article/inflation-biden-health-seniors-medicare-9c2b70dc2f2d7291acc4292799ff342c">a methane fee</a>&nbsp;approved in the&nbsp;<a href="https://apnews.com/article/technology-science-congress-climate-and-environment-f084d23d61ebb068068d4aa92c82fdbb">2022 climate law.</a>&nbsp;The fee, set to take effect next year, will charge energy producers that exceed a certain level of methane emissions as much as $1,500 per metric ton of methane. The plan marks the first time the U.S. government has directly imposed a fee, or tax, on greenhouse gas emissions.The law allows exemptions for companies that comply with the EPA’s standards or fall below a certain emissions threshold. It also includes $1.5 billon in grants and other spending to help companies and local communities improve monitoring and data collection, and find and repair natural gas leaks.Harold Wimmer, president and CEO of the American Lung Association, called the new rule a victory for public health.“EPA heeded the urgent guidance of health experts across the country and finalized a strong methane rule that, when fully implemented, will significantly reduce hazardous air pollutants and climate-warming methane pollution from the oil and gas industry,'' he said in a statement.Methane has been shown to leak into the atmosphere during every stage of oil and gas production, Wimmer said, and "people who live near oil and gas wells are especially vulnerable to these exposure risks. This rule (is) vital to advancing environmental justice commitments.''David Doniger, a climate expert at the Natural Resources Defense Council, called methane a “super-polluter.” He said in an interview that the Biden plan "takes a very solid whack at climate pollution. I wish this had happened 10 years ago (under the Obama administration), but I'm really happy it's happening now.''Fred Krupp, president of the Environmental Defense Fund, said the new rule ensures that “the U.S. now has the most protective methane pollution limits on the books. With other countries also zeroing in on methane as a key climate risk, it’s a signal to operators worldwide that clean-up time is here,'' he said.The oil industry has generally welcomed direct federal regulation of methane emissions, preferring a single national standard to a hodgepodge of state rules. Even so, energy companies have asked EPA to exempt hundreds of thousands of the nation’s smallest wells from the pending methane rules.
