This week's 'KINA Saturday Morning' lineup

OCCK Transportation has announced the continuation of the Winter Pass to the successful CityGo Get On &amp; Go program for Salina area youth ages 7-18.&nbsp;

Youth ages 7-18 will be able to purchase a Get On &amp; Go Winter Youth Bus Pass for $10.&nbsp; The pass will be good for unlimited rides on Salina CityGo from Dec. 1 to Feb. 28.&nbsp; Youth must show the drivers their Get On &amp; Go&nbsp; pass when they board the buses.&nbsp; Face masks and social distancing policies will be followed as needed.

The Get On &amp; Go Winter Bus Pass is available for purchase online on Thursday at&nbsp;<a href="http://www.salinacitygo.com/" target="_blank">www.salinacitygo.com</a>&nbsp;and Buy A Pass, with options for pick up.&nbsp; They will also be available at OCCK Transportation, 340 N. Santa Fe; and at the OCCK Corporate Office, 1710 W. Schilling Road, starting Thursday.&nbsp;

The winter pass will also be available digitally in the Token Transit app.&nbsp; All OCCK Transportation services have a digital fare option.

“We love that we have our Get On &amp; Go program all year round now,” said Trell Grinter, transportation director for OCCK, Inc.&nbsp; “The whole program has continued to grow in popularity.&nbsp; We are helping kids navigate around Salina, participate in activities and community events, while using public transit, which means learning important life skills while gaining freedom and independence.”

Saline County Treasurer Jim DuBois has announced that the 2022 first half tax payments are due on Dec. 20.

The second half tax payments are due on May 10, 2023.

DuBois said the tax statements will be mailed out on approximately Nov. 23.

"Please send the remittance stub from the bottom of the tax statement with the payment. Please remember to indicate on the stub if you want a paid receipt returned to you. Can’t find your statement? Call the Treasurer’s Office at (785) 309-5860, or email us at <a href="mailto:sc.treasurer@saline.org">sc.treasurer@saline.org</a>, for the amount due and the tax ID number. A copy of the statement can be emailed or mailed upon request," DuBois said.

Additionally, DuBois noted that if 2021 taxes have not yet been paid, interest is due. 

"Please call the Treasurer’s Office for the correct amount prior to sending payment," he said.

Salina's Bill Burke Park closed for turf improvement project

The Greater Salina Community Foundation is now accepting scholarship applications for the 2023-2024 school year.

This year more than $129,000 will be distributed to area students through the foundation’s 32 scholarship funds. Eligible scholarship applicants include graduating high school seniors, current college students and non-traditional students.

Each scholarship has a unique set of criteria established by donors to the foundation.

Depending on the scholarship, awards range from $250 to $10,000, and some are renewable for up to four years. Scholarships are not necessarily based on financial need.

All scholarship applications must be submitted through the community foundation’s online scholarship portal by February 15, 2023. Scholarships will be awarded by mid-April. The application portal and individual scholarship guidelines can be found at <a href="http://www.gscf.org/scholarships">www.gscf.org/scholarships</a>.

Last year, the foundation awarded more than $95,000 to students across north-central Kansas.

If you haven't yet voted, here's what you need to know about the upcoming general election on Tuesday.

Saturday: Advance voting in the Saline County Clerk's office (Room 215) in the City-County Building, 300 W. Ash Street, 9 a.m.-4 p.m.

Tuesday: General Election Day. Polls open from 7 a.m.-7 p.m.

The deadline has passed for requesting an advanced ballot be mailed to you.

All advanced ballots that have yet to be submitted to the county clerk's office must be postmarked on or before Tuesday's Nov. 8 date and received in the county election office by the close of business on the third business day following the election, according to information on the <a href="https://sos.ks.gov/elections/voter-information.html">Kansas Secretary of State's elections web page</a>.

Saline County voters also can place their completed ballots in the secure ballot drop box on the half-circle drive in front of the City-County Building by 7 p.m. Tuesday.

Two proposed constitutional amendments are on the ballot this time. One deals with legislative oversight. The other the election of county sheriffs. Following are the explanatory statements about the proposed constitutional amendments from the sample ballot on the <a href="https://myvoteinfo.voteks.org/voterview">Kansas Secretary of State's VoterView website</a>.

The purpose of this amendment is to provide the legislature with oversight of state executive branch agencies and officials by providing the legislature authority to establish procedures to revoke or suspend rules and regulations.

A vote for this proposition would allow the legislature to establish procedures to revoke or suspend rules and regulations that are adopted by state executive branch agencies and officials that have the force and effect of law. 

A vote against this proposition would allow state executive branch agencies and officials to continue adopting rules and regulations that have the force and effect of law without any opportunity for the legislature to directly revoke or suspend such rules and regulations.

This amendment would preserve the right of citizens of each county that elected a county sheriff as of January 11, 2022, to continue electing the county sheriff. The amendment would also provide that a county sheriff only may be involuntarily removed from office pursuant to either a recall election or a writ of quo warranto initiated by the attorney general.

TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, will begin on Tuesday and remain in effect through March 31.&nbsp;

With energy costs expected to rise this winter, the protections offered by the Cold Weather Rule could be more critical than ever in keeping individuals and families safe and connected. According to the U.S. Energy Information Administration (EIA), Midwest households heating with natural gas could see their bills increase by 33%. Those using electric heat could pay 8% more. If the weather is colder than expected, those numbers could be higher.

While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.

The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.

Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. The remaining balance must be paid in equal payments over the next 11 months, in addition to the current monthly bill.

The Kansas Wesleyan Music Department has announced the theme for Christmas by Candlelight.

When He Comes to Reign will be the theme for this year's musical holiday event, which is scheduled for 5 p.m. Dec. 4 in Sams Chapel. Christmas by Candlelight is open to the public at no charge and no ticketing process is required.

“Christmas by Candlelight is always a highlight of Salina’s Christmas season,” said James McAllister, Music Department chair. “We look forward to seeing friends, family, alumni and community members at the performance. Working with high schools from throughout the area is a tremendous opportunity to open the Christmas season.”

The Dec. 4 performance will include high school musicians from Hutchinson, Sacred Heart, Salina Central, Salina South, and Southeast of Saline.

After a two-year hiatus, the Prairie Patch Craft Show is back!

Sponsored by the Southeast of Saline Education Foundation, the show is scheduled for 9 a.m.-4 p.m. Nov. 12 at Southeast of Saline, 5056 E. Kansas Highway 4. The show is handicapped and stroller accessible and is open to the public at no charge.

"It's been a while but.....we're back! We can't wait to welcome you to this year's show. You're invited to join us for a great day of shopping and so much more!" the education foundation noted in information about the event.

A wide variety of vendors are scheduled to be on hand with holiday decor, unique gifts, and handmade crafts, providing an opportunity to get some Christmas shopping done early.

Additionally, there will be homemade concessions. The Prairie Patch Cafe will feature Southeast of Saline's famous chili and cinnamon rolls, along with many other menu items.

A number of Southeast of Saline students will be involved in this year's event. Some are volunteering to help vendors unload and set up their booths. Other students plan to help serve food. Some students even plan to have their own booths to raise money for their organizations. Student groups include the National Honor Society; the Family, Community &amp; Career Leaders of America; Future Farmers of America, the Sparklers Dance Team, and more.

UPDATE: The City of Salina has updated its leaf collection guidelines and enhanced its collection zones map. Those changes are reflected below.

Now that the leaves are beginning to fall, the City of Salina has announced the scheduled for its annual curbside leaf collection.

General Services staff will be conducting curbside leaf collection from Nov. 7 to Dec. 30, weather permitting.

"As the weeks progress, staff will provide updates to help keep everyone wishing to participate in the program properly informed," the department noted in a news release.

Leaf collection participant guidelines and information

To help staff collect all the leaves set out by the public this season, included below are the participant guidelines as provided by General Services.

●Rake and pile leaves between the curb and sidewalk. If no sidewalk exists, pile leaves directly behind the curb. Staff will not be picking up bags nor collecting leaves in the alleys, on private streets, or commercial properties.

●Leaf piles will not be collected if mixed with other debris. Tree limbs and branches will not be collected.

●Don’t rake or blow leaves into the street as this can be a hazard to traffic and is a violation of City Code. Additionally, placing leaves in the street may cause problems for our storm drainage systems.

●Don’t park vehicles directly in front of or behind leaf piles, as this makes collection more difficult for our crew.

●Have your leaves ready for collection on the first day of the schedule for your respective zone.

●There will only be one round of curbside leaf collection in each zone; however, customers may call in to report locations if they feel they may have been missed by the leaf collection crew or when weather conditions or late leaf deposits require additional collection.

The Salvation Army in Salina has announced the dates that it will accept Christmas assistance applications.

The organization plans to accept applications for Christmas Angel Tree and toys from 10 a.m.-4 p.m. on the following dates.

Applicants must provide proof of total household income, names, ages and identification for each household member, The Salvation Army noted in a news release.

OCCK Transportation is providing free rides to the general public on all services, including CityGo, regional paratransit, GoAbilene, GoConcordia, 81 Connection and KanConnect, during the 2nd&nbsp;Annual Kansas Mobility Week.

From Nov. 6 to Nov. 12, public transportation providers, mobility managers, the Kansas Department of Transportation (KDOT) and partners across the state are celebrating the second annual Kansas Mobility Week. Agencies will host events to encourage Kansans to make efficient and safe transportation choices, promote multimodal transportation options, and roll out new initiatives and policies.

OCCK normally offers free rides on Election Day each year to help increase voter turnout.&nbsp;

“We are excited to provide free rides for the whole week to celebrate Mobility Week,” said Trell Grinter, transportation director for OCCK.&nbsp; “It’s a great opportunity for people to experience public transit and increase their mobility choices.”

Only 100 seats will be available per each performance.

1960s revue set for Salina Senior Center in November

Give thanks and give back before the November holiday! Patients are counting on the generosity of volunteer blood donors to shake up their holiday traditions and give blood.

Unfortunately, the need for blood doesn’t take a holiday. Donors of all blood types are needed, especially around Thanksgiving. Additionally, Hurricane Ian brought dangerous weather conditions and floodwaters which canceled dozens of blood drives with approximately 1,000 blood and platelet donations going uncollected. 

It’s critical that individuals in unaffected areas, such as Salina, give blood. Persons with Type O blood, as well as those willing to give platelets, are especially needed.

You can give during the Salina Community Blood Drive scheduled for noon to 6:30 p.m. Oct. 26-27 and 8 a.m. to 2 p.m. Oct. 28 in the multi-purpose room at Sunrise Presbyterian Church, 825 E. Beloit Avenue.
