A mobile home North West of Salina was completely destroyed due to a fire, as a man received 1st degree burns.

According to the Saline County Sheriff's Office on Monday, July 14th at around 5:30 pm, deputies received report about a house fire that occurred on 2625 N. Winchester Rd (N.W. of Salina). Sheriff deputies and Rural Fire District 3 immediately responded to the scene and extinguished the fire.

The residents were outside of the mobile home when the fire occurred.&nbsp;

Before the fire happened, the Sheriff's Office stated that the residents of the home 'had placed food on a barbecue grill in their backyard.' The residents then left the grill unattended for about 2 minutes and smelled a burning scent coming from the grill. When they came to check on it, the grill was in flames.

The fire from the grill then went towards the home and completely consumed it.

The residents were identified as Brian Bell (49), Lisa Bell (47) and two teenage boys (17 &amp; 13). Brian Bell received 1st degree burns to his forehead and was treated and released by Salina EMS. It was reported that Lisa Bell and the teenage boys did not receive any injuries.&nbsp;

Sheriff's Office stated, a cat that belonged to the residents went missing after the fire.

No loss of value was determined at this time.

Using a few carefully placed letters, you can generate plenty of community discussion. You can also keep an issue going by preventing it from disappearing from the public eye. The Salina League of Women Voters held its 2024 General Election Forum on Oct. 20 at 1:30 in the Watson Room at the Stiefel Theatre in Salina.

Cope Notes is a text message-based service that provides individuals with randomly timed messages that contain anything from psychology facts to exercises and journaling prompts. Every subscriber’s text sequence is unique so that no two users ever receive the same message at the same time.

The ultimate goal of the service is to train the brain to disrupt negative thoughts and promote a more positive pattern of thinking.

"We believe in the importance of mental health. We want to ensure our residents have access to the resources they need to stay healthy and thriving," said Saline County Health Officer Jason Tiller. "In my own personal experience with Cope Notes, I have found that the right messages seem to come at exactly the right time. It was been an uplifting experience for me, and I am thrilled we get to continue this service to our residents."

In 2022, Saline County initially offered the service for free to 300 residents. Because of the overwhelming response and in an effort to provide the service to more Saline County residents, the program is being offered at a 50 percent discount, according to information from the county.

Saline County continues to offer Cope Notes at 50-percent discount

Not seeing precipitation totals from your area after a rain or snow event? Consider becoming a CoCoRaHS volunteer.

"CoCoRaHS is an acronym for the Community Collaborative Rain, Hail and Snow Network. CoCoRaHS is a unique, non-profit, community-based network of volunteers of all ages and backgrounds working together to measure and map precipitation (rain, hail and snow). By using low-cost measurement tools, stressing training and education, and utilizing an interactive website, our aim is to provide the highest quality data for natural resource, education and research applications," the organization noted on its website.

After rain, hail, or snow storms, CoCoRaHS volunteers take precipitation measurements. Those totals are then recorded on the CoCoRaHS&nbsp;<a href="https://www.cocorahs.org/ViewData/StateDailyPrecipReports.aspx?state=KS">website</a>&nbsp;(Kansas reporting).

The precipitation totals are used by various organizations and individuals, including the National Weather Service, other meteorologists, hydrologists, emergency managers, insurance adjusters, farmers and ranchers, and, of course, Salina Post.

Precipitation reporting organization seeks local, area volunteers

What’s worse than a bogus charity? A bogus charity with a dishonest fundraiser. The FTC has sued and stopped dishonest charity fundraisers that&nbsp;<a href="https://consumer.ftc.gov/consumer-alerts/2020/09/spot-and-stop-dishonest-charity-fundraisers">called people</a>&nbsp;to get them to donate to fake charities. Some prey on your kindness and desire to help people impacted by weather emergencies or a disaster. But when you get a call from a charity fundraiser, how do you know the caller is telling you the truth?

Ask the caller specific questions.

What is the charity’s name, phone number, or address? Write these down so you can confirm them later. Keep in mind that many charity names sound alike, and that sham charities often use names that are sound and look like names of legitimate charities.

How much of your donation will go directly to the programs you want to support?

Will your donation be tax-deductible? Not every call seeking a donation is from a charity. Some calls might be from Political Action Committees or other groups where donations are not deductible. See more questions to ask here.

Resist the pressure to donate on the spot.

After you’ve listened to the caller, hang up the phone and think about what they said. Then, go online and do your own research:

Search for the organization’s name and phone number, plus the word “scam” or “complaint.” What you find might help you decide if you want to make that donation.

Look up the organization’s name and address. Does it show up? If it doesn’t, that could be a sign the caller was lying to you.

FTC: How to spot and stop dishonest charity fundraisers

TOPEKA&nbsp;– The start of a new school year is an expensive time for families. If you are struggling to pay for phone and internet services, there are programs to help you stay connected.

During Digital Connectivity and Lifeline Awareness Week, the Kansas Corporation Commission joins utility regulators nationwide in encouraging those in need of assistance to apply for Lifeline and the Affordable Connectivity Program.&nbsp; Both programs help low-income individuals and families stay connected so they can access health care, attend classes, find employment, and call for help in an emergency.

Lifeline provides federal and state discounts up to $17.02 per month on phone service (wireless or residential) and broadband. Seven million Americans currently benefit from the program, including approximately 30,000 Kansans.

The Federal Communication Commission’s Affordable Connectivity Plan&nbsp; provides a monthly internet service discount of up to $30 and a one-time device discount of up to $100 for a laptop, desktop computer or tablet. According to FCC data, more than 20 million U.S. households are currently enrolled, including approximately 120,000 in Kansas.

Eligibility&nbsp;is based on income&nbsp;(at or below 135% of the Federal Poverty Guidelines for Lifeline and at or below 200% for Affordable Connectivity Plan)&nbsp;or participation in certain assistance programs&nbsp;such as:

• Are approved to receive benefits under the free and reduced-price school lunch program or the school breakfast program, including the&nbsp;USDA Community Eligibility Provision.&nbsp; • Received a Federal Pell Grant during the current award year.&nbsp; • Meet the eligibility criteria for a participating broadband provider’s existing low-income program.&nbsp;

Due to higher income maximums, Affordable Connectivity Plan  also has the potential to help families that may not qualify for other types of assistance. The maximum income for a family of four to qualify for the&nbsp; program is&nbsp;$60,000 per year compared to $40,500 for Lifeline. Both Lifeline and Affordable Connectivity Plan offer additional discounts for subscribers living on tribal lands.

Saline County to host free workshop that benefits business owners prepare and recover from natural disasters

U.S. Department of Agriculture (USDA)&nbsp;

The U.S. Department of Agriculture (USDA) announced that agricultural producers and private landowners can now enroll in the Grassland Conservation Reserve Program (Grassland CRP). 

The sign-up runs from, July 14 - August 8, 2025.

Grassland CRP, offered by USDA’s Farm Service Agency (FSA), is a voluntary working lands conservation program that enables participants to conserve grasslands while also continuing most grazing and haying practices.

Grassland CRP emphasizes support for grazing operations, plant and animal biodiversity, and grasslands and land with shrubs and forbs under the greatest threat of conversion.

“Through the conservation of America’s essential grasslands, Grassland CRP supports continued agricultural productivity while at the same time prioritizing private lands stewardship,” said FSA Administrator Bill Beam. “By offering landowners the best of both worlds — economic viability and working lands preservation — Grassland CRP provisions support USDA’s commitment to Farmers First.”

CRP, USDA’s flagship conservation program, celebrates its 40th anniversary this year. For four decades, CRP has provided financial and technical support to agricultural producers and landowners whose accepted acres are placed under contract for 10-15 years and who agree to voluntarily convert the land to beneficial vegetative cover to improve water quality, prevent soil erosion and support wildlife habitat. 

The American Relief Act, 2025, extended provisions for CRP through September 30, 2025.

Currently, more than 25.8 million acres are enrolled in CRP, with nearly 9.7 million acres in Grassland CRP. On May 12, FSA opened General and Continuous CRP enrollment for 2025. FSA is currently reviewing submitted offers and will announce accepted offers at a later date. Due to the 27-million-acre statutory cap, only 1.8 million acres are available for all CRP enrollment this fiscal year.

Landowners and producers interested in Grassland CRP should contact their local USDA Service Center to learn more or apply for the program before the Aug. 8 deadline.

Saline County Jail Bookings, July 15

Salina City Commissioners on Monday voted to approve a roundabout that will be established on S. 9th St. and Water Well Rd.

According to the City commision packet for the Monday meeting on July 14th, 9th St. and Water Well Rd. is 'experiencing significant growth, with a substantial increase in truck traffic anticipated.' The packet stated that due to the increase of traffic, a roundabout is 'expected to be more effective than a traffic signal at this location, as it would help prevent westbound traffic from backing up onto the I-135 ramps.'&nbsp;

Salina Commissioners voted to approve the establishment of the roundabout&nbsp;in an amount not to exceed $420,425.00.

A date was not announced on either the construction of the roundabout or the completion of it.

Roundabout approved to be established on 9th and Water Well

This is day 12 and the final day of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

The Kansas wheat harvest is 93 percent complete, near 96 percent complete last year, but ahead of 88 percent average, according to the USDA’s National Agricultural Statistics Service crop progress report for the week ending July 13, 2025.&nbsp;

Overall yields for the 2025 crop ranged from slightly below average to excellent, depending on region and weather impacts. While many areas reported strong test weights and good protein levels, rain during harvest lowered grain quality in some locations, leading to yield losses and occasional field abandonment.

Erik Lange, Executive Vice President / Chief Operations Officer for MKC and Interim General Manager for Producer Ag, LLC — a grain marketing joint venture between Mid-Kansas Cooperative (MKC) and CHS Inc. — broke down this year’s wheat harvest for their 55 locations in 8 regions across the state of Kansas.

“We’ve been two days from done for the past 20 days,” said Lange, adding that the rain is welcome, but the timing has affected wheat quality and efforts to take harvest in. “Overall, it has been a good harvest, meeting or exceeding expectations from a yield standpoint.”&nbsp;

In the CHS southern plains region of Greeley, Wallace, Logan and Wichita counties, this year’s wheat quality is good, with test weights averaging over 60 pounds per bushel. Protein is averaging 11.75%, and yields are average to above average, with some pockets a little lower due to drought and stand issues at seeding.

In Seward and Meade counties, test weights are averaging 60.5 pounds per bushel. Protein is averaging 11%, and yields were excellent, above average except for some isolated areas with early season drought and stand issues.

In south central Kansas, Sumner, Harper and Cowley counties, test weights have dropped after rains on the ripe wheat, but the region is averaging 58 pounds per bushel. Protein is averaging 11%, and yields are varied by location — average to slightly below average overall. There was some spots with wheat streak mosaic and related viruses that caused yield and quality loss. Early season drought and stand issues also affected yields. Locations are still taking grain in south central and central Kansas and hope to be finished by mid-week.

In Reno, Harvey, Butler, Sedgwick and southern Marion counties, test weights have been affected by the rains, ending with an average of 57.5 pounds per bushel. Protein averaged 10.9%. This region — especially the northern parts — was above average, with great yields, good stands and good grain fill conditions.

In McPherson, Rice and northern Marion counties, there were some exceptional yields, due to good grain fill conditions and the cool, wet spring. Test weights average 57.7 pounds and protein is 12%. However, due to rains during harvest, there are some fields in McPherson and Sumner counties that will be abandoned and not harvested.

Yields have been good to excellent in the Dickinson/Clay county region, however, there was some WSMV in the southern part of the area that caused up to 30 to 40 percent yield loss. Test weights averaged 58 ½ - 59 pounds and protein was 11.5%.

In northeast Kansas, yields were excellent in northern Pottawatomie County and good in Riley and Wabaunsee counties, but only a small fraction of wheat is grown in this area. Test weights averaged 57.5 to 58 after rain on mature wheat, and they don’t test protein in this region.

In the Mid-West Fertilizer region of Labette and Neosho counties, both hard and soft wheat yields were average to below average and quality suffered from rain during harvest, with some wheat laying down. Test weights have been challenged by the rain on mature wheat, and there is some abandonment.

Day 12: Kansas Wheat Harvest report

On Monday, Salina Commissioners discussed an outline they received from from a 'large grouping of pharmaceutical companies&nbsp;relating to the over-production and over-prescription of opioids.'

According to the Salina City Commission packet for Monday, July 14th the outline determined the 'priorities that should be addressed when spending the opioid settlement amounts.' The packet showed a study conducted by Wichita State University, that listed a total of 'four priorities' of what the funds should be allocated towards. Those 4 priorities were:

1. Improve Access to Treatment and Services

2. Expand Prevention, Education and Awareness Efforts

3. Reduce Stigma Towards People Who Use Drugs

4. Strengthen Support for People in Recovery

According to the packet, a breakdown was listed for what the 'annual expenditures' would look like for the opioid settlement funds. The City of Salina would receive $20,000 for Law Enforcement and $35,000 for Study Priorities annually. While Saline County would receive&nbsp;$15,000 for Law Enforcement, $15,000 for Study Priorities and $15,000 for Program Administration annually. A total came out to $100,000 annually for both the City and County on the expenditures.&nbsp;

Commissioner Davis was initially opposed to a part of the settlement funds being allocated to specifically 'Law Enforcement,' before voting for the proposed outline.&nbsp;

"I do not see what $35,000 in Law Enforcement is going to do in Saline County, compared to what it could do for opioid treatments and provision," said Davis. "I think those programs work better if the emphasis is on mental health and drug treatment, rather than from the Law Enforcement perspective."

Before the expenditures begin to be spent, a grant committee would be formed that consists of a total of 7 people. The committee would follow a 'proposed structure' before the spending would occur.&nbsp;

The following is a statement from the City Commission packet on the 'proposed structure':&nbsp;

"Four people would be named by the City and three from Saline County to be appointed to the Committee. This Committee would be responsible to advise, review and approve grant applications and grant reports. Both the City and County would maintain their own funds received. The County would bill the City for the $35,000 “Study Priorities” and the County would furnish reports to account for this money. The $20,000 in City contributions for “Law Enforcement” would be utilized for law enforcement processes and costs related to opioid use and the attendant challenges."

A timeline was also found in the packet and is stated as follows:

June/July – Commissioners approve concept

November – Grants reviewed and recommended by Committee

December – Commissioners approve grants

All commissioners, including Davis voted to 'approve the outline of expenditure of Opioid Funds and direct staff to draft an Interlocal Agreement with Saline County.'

Salina Commissioners discussed and voted for a plan on the expenditure of opioid settlement funds

A Lincoln County native and U.S. Army veteran who made a documentary that is meant to display the reality of veteran suicide, is on tour around the state and stopped by Salina to showcase the film.

Gary Otte, who filmed 'Saving 22' is a documentary that displays stories told by U.S. Military Veterans and families was shown at the VFW Post 1432 on Sunday. According to Otte, the name of the film comes from a Veteran Affairs (VA) study stating that approximately 22 U.S. Military Veterans take their own lives everyday. However, Otte has stated this number has changed after various studies overtime.

Otte served in the U.S. Army for 8 years and has been a longtime filmmaker. Before he even started filming the documentary, Otte spent some time in Billings, Montana after he was presented of the idea to make 'Saving 22.' Montana is the birthplace where Otte filmed the documentary back in 2020.

Otte described that one of his motivating factors of making the film, was that he went through 'mental battles' after his service from the Army. He then sought a therapist and realized the 'big problem' that veterans face after their time of service.

"When I got the opportunity to make the movie, it just opened my eyes to everything," said Otte.&nbsp;

the 1 1/2 hour documentary, stages interviews from several different veterans and families of veterans describing their stories of the everyday battles they face mentally after service. Otte was able to get the support from several different nonprofits and companies to sponsor his film, with two of them being a veteran fitness center where he currently works at in Montana "Adaptive Performance Center" (APC) and "Feeling in Colors," which is ran by Trish Grant (certified Therapeutic Art Life Coach) who personally met Otte during the making of the film in Montana.

When Otte finished the film, he had the idea to showcase the film as a tour back in his home state of Kansas. He also brought along Grant, who is sponsoring the film through <a href="https://www.facebook.com/groups/1353061889094080/user/100072126144417">Feeling in Colors</a>, as she conducts paintings that are 'therapeutic' during the tourstops. Throughout the tour, a network of healthcare professionals and resources that benefit the overall health of veterans are present at the film's showing location.

Otte stated that the film's goal is to 'eliminate veteran suicide.' Grant and Otte commented that one of the biggest solutions that prevent veteran suicide is through fellowship.

"When I got out of the military, I had no idea how to comprehend what I had just gone through,"&nbsp;said Otte. "What I learned is that as a veteran, what gets us through things is that we have to get together."

"Community connection is key since everybody has that sense of togetherness and people will be more aware of each other's issues," said Grant.

Otte has plans to make the 'Saving 22' documentary a national tour. All proceeds collected from admission of the film and sponsors go towards Otte's nonprofit "Complete the Mission," which is an organization that supports veterans.&nbsp;

"After you watch Saving 22, I want you feel like you can knock down every wall because you can," said Otte. "We do not give ourselves enough credit, we are so amazingly strong, gifted and whatever we want to do we will accomplish."

Otte and Grant will be at Speakeasy in Salina (2030 S. Ohio St.) on Saturday, July 19 doing a 50/50 raffle for 'Saving 22.'

🎥 Filmmaker and U.S. Army Veteran displays the reality of veteran suicide with documentary 

Singers from Salina are set to compete in the Karaoke National Championships this coming August.

According to Brandon Pangburn owner/operator for TI3R Music Entertainment, four singers from Salina are heading to Las Vegas for the Karaoke National Championships happening from&nbsp;Monday, August 11th - Thursday, August 14th. The singers going to Vegas are:

Madison Rediker, Bruce Fire (Manhattan, KS), Dhani Caldwell and duet Lance Berland/Kristi Elliott.

All competed in the state finals that occurred on Saturday, July 12th in Hays. Rediker earned 1st place, Fire came in 2nd and Caldwell won 3rd in the state finals.

Garrett Rediker manager of Speakeasy in Salina is the father of Madison Rediker, and commented that it was a 'proud dad moment' for him after seeing his daughter take 1st place at the state finals. 

"She (Madison) never really knew how good she was and I have always been her biggest supporter," said Garrett Rediker. "It was a proud dad moment."

Those who advance from the National Championships in Vegas, will head to sing at the Karaoke World Championships that will take place from&nbsp;Monday, November 3rd - Saturday, November 8th in Bangkok, Thailand.
